Intercity travel by residents promotes the regathering and dissemination of social and economic factors. Based on big data from Tencent’s location-based service, 346 cities above the prefecture level in China were chosen as study objects, with 2018 as the study time node. To construct the intercity residents’ travel network, complex network analysis and GIS spatial analysis methods were used. Furthermore, when analyzing the structural characteristics and spatial differences of Chinese residents’ intercity travel from different time perspectives (the whole year, daily, Spring Festival travel rush, and special holidays), Gephi network analysis tools and ArcGIS spatial analysis software were used. The following are the major findings: daily and the whole year intercity travel by Chinese residents, as well as intercity travel during special holidays and the Spring Festival, all exhibit the “diamond” structure, with Beijing, Shanghai, Guangzhou-Shenzhen, and Chengdu-Chongqing at the core. The distribution of lines in and around the “diamond” is large and concentrated from the perspective of the hierarchical nature of the residents’ intercity travel network. Significant increases in high-intensity population flow lines within the “diamond” can be seen during Spring Festival travel and holidays. The number of cities involved in the inflow line is significantly greater than that involved in the outflow line, as demonstrated by the number of residents in the first point of travel, indicating that there is a difference between the central cities flowing into and out of the network. The first flow of the central city is the most visible during the Spring Festival travel period. Most cities in the resident intercity travel network have relatively low degrees of centrality, closeness centrality, and betweenness centrality, and the number of cities with large values of the three is small, and they are concentrated in the apex and interior of the “diamond” structure.

Pendidikan Kewarganegaraan (PKn) adalah suatu mata pelajaran wajib yang diterapkan disetiap jenjang Pendidikan di Indonesia agar dapat mengarahkan peserta didik untuk menjadikan pribadi yang berintelektual maupun berakhlak mulia sesuai dengan asas bangsa Indonesia. Untuk mencapai misi tersebut maka dibutuhkan kompetensi kewarganegaraan. Tulisan ini bertujuan menjelaskan penerapan PKn melalui Maumere Diver Community. Pendekatan kualitatif yang digunakan adalah kualitatif, jenis studi kasus, serta pada mengumpulkan menggunakan metode observasi, wawancara, dan dokumentasi yang termasuk dalam teknik triangulasi.berdasarkan hasil analisis data yakni reduksi, penyajian data, serta menarik kesimpulan bahwa penerapan PKn yang dilakukan memuat tiga kompetensi kewarganegaraan yakni kompetensi pengetahuan, sikap, dan keterampilan. Pada kompetensi pengetahuan warga negara diberi suatu edukasi tentang alam laut serta pengaruhnya bagi kehidupan mahkluk hidup serta pelatihan Diving. Maumere Diver Community menerapkan kompetensi sikap adalah dengan cara menajdi teladan bagi warga negara untuk menanamkan sikap peduli terhadap lingkungan laut serta kelestariannya. Sedangkan pada kompetensi keterampilan, Maumere Diver Community berkolaborasi dengan komunitas Trash Hero dalam pengolahan sampah agar menambah nilai jual.

Analyzing National Responses to COVID-19 Pandemic using STPA

The unprecedented COVID-19 pandemic has affected most aspects of human life, including the ways in which organizations are operating. Minimizing the spread of coronavirus and its economic consequences, and creating a new and safe lifestyle has now become the common goals of governments all over the world. Although governments have responded to the COVID-19 pandemic by implementing various rules while interacting with relevant organizations to provide health service, vaccine research, and production of essential items, the complexities in the interactions between various stakeholders have proved to be challenging to have efficient and timely outputs. When different stakeholders (i.e. governments, organizations, and the public) are interacting with each other, a systems thinking process needs to be applied to capture the nuances of the interactions and the subsequent emergent behavior to effectively contribute to the system output (i.e. a safer way of life). This paper applied a system-thinking-inspired process called System Theoretic Process Analysis (STPA) to analyze the current response to the COVID-19 pandemic. The analysis treated various stakeholders as a part of the system, and it focused on the interactions among different stakeholders (i.e. functional blocks) within the system - i.e. ‘Government’, ‘Foreign Governments’, ‘Organizations’, and ‘General Public’, as well as the interactions with ‘W.H.O’. The STPA analysis found 236 potential Unsafe Control Actions (UCAs) (or unsafe interactions) among the stakeholder interactions, each of the UCAs was then further analyzed. In total 1440 causal factors of the UCAs were identified, and 2880 requirements were proposed to avoid such unsafe interactions.
