Sustainability and multi-level governance of territories classified as protected areas in France: the Morvan regional park case

Abstract: This paper draws on recent debates on the multi-level governance of sustainable development to approach territories classified as protected areas. Based on original fieldwork carried out in the Parc naturel regional du Morvan, the paper examines the main governance challenges arising from the coexistence of natural areas and various embedded politico-administrative territories that have flourished in France in the last few decades. Considering spatio-temporal scalar articulation as a precondition for sustainab… Show more

“…Yet, this neglects that the constitution of a regional identity narrative is a highly selective political-economic sphere that includes and excludes voices of specific stakeholders (Cantrill & Senecah, 2001;Cunningham, 2009;Paasi, 2011). This process takes place across scales and locations by multiple actors, both within and outside the territorial shape of the region, providing governance complexities for inclusive management of power relations in region-building processes (Paasi, 2003(Paasi, , 2011Parra, 2010). Therefore, destination development shapes "spaces of dependence through which actors can conduct their engagements" (Paasi, 2011, p. 13).…”

Agricultural management for conservation outcomes is not always easily achieved, because, as Derioz (2010: 211) states, "To successfully implement the RNP (Natural Regional Park) missions, the agreement has to be strong enough to force locals to accept a frame of principles that contradict their own short-term economic interests."…”

“…Several researchers have been asking for a systems perspective that enables the integration of social and natural systems in tourism (Parra, 2010;Halliday and Glaser, 2011;Ruiz-Ballesteros, 2011). They emphasize that social and natural systems mutually influence each other and a focus on the complex interrelations between tourism and landscape can provide a better understanding of the whole system.…”
