Japan has experienced an unprecedented number of large-scale disasters in recent years, including earthquakes, tsunamis, and torrential rains. After the Great Hanshin-Awaji Earthquake in western Japan in 1995, the absence of a medical team active from the acute stage delayed the initial rescue response, resulting in "preventable disaster deaths" that could have been saved if emergency medical care had been provided in a more timely manner.
