This paper analyzes the optimization of industrial cluster management in urban development zones driven by Big Data. This paper introduces model calculation to improve management optimization, analyzes the industrial clusters of urban development zones driven by Big Data through the model, and verifies the driving role of industrial cluster management optimization of urban development zones driven by Big Data with the help of empirical analysis. According to the experimental data, the total assets of target task decomposition increased from 20 to 200, the net assets increased from 13 to 110, and the debt ratio decreased year by year from 2017 to 2020. This paper analyzes the problems existing in the management of Liling Economic Development Zone and investigates the reasons, which are mainly caused by the following reasons: the inaccurate positioning of management functions has scattered the energy of park management and weakened the initiative and enthusiasm of work; affected by the changes of national policies, the work efficiency is reduced and the economic cost is increased; resources and energy have a great impact and are facing transformation and upgrading; the degree of marketization of the park is not high, which is difficult to adapt to the development situation. At the same time, by summarizing the advantages of Big Data, the research on the optimization of industrial cluster management in urban development zones driven by Big Data is realized. Driven by Big Data, the industrial cluster management of urban development zones has strong efficiency in economic promotion. We should actively promote this management optimization method, which can promote the improvement of economic construction level.

Energy is becoming more and more important in the process of development. Through cluster analysis, 30 provinces chosen from the Chinese mainland are divided into high, medium, and low energy consumption regions, and the Theil index is used to analyze the characteristics of total energy consumption and other characteristics of regional differences. Based on this, an enhanced Panel-STIRPAT model is constructed. Through data and model inspection, panel models suitable for each region are selected for comprehensive analysis. The results show that: there are regional differences in energy consumption in China, and the total regional differences mainly come from within each region. The factors affecting energy consumption in different regions are the same, but due to differences in geographical environment and stress levels, the influence of these factors on energy consumption in different regions is different. Based on this, reasonable measurements to control energy consumption in different regions are presented.

With the rapid development of the economy in China, the ecological environment problem of the city has become an important factor that restricts the development of our economy and society. People gradually realize that, while rapidly generating wealth, they have been shrouded by the shadow of environmental pollution for a long time, which makes people feel more and more frightened and thoughtful. Industry is the carrier of economic activities, so we must pay attention to the relationship between industry and the natural environment. In this case, people pay more and more attention to the study of ecological construction and bring it into the optimization of environmental industrial structure. During this period, to correctly handle the relationship between industrial structure and ecological construction, to realize the overall transformation, development and cultivation of industrial structure, is the inevitable choice to promote the healthy and sustainable development of enterprises. From the perspective of industrial structure adjustment and the green space system, this paper makes theoretical assumptions about the impact of environmental industrial structure adjustment on urban ecological green space construction. Then, through the panel data of 260 cities from 2008 to 2018, the impact of China’s industrial structure adjustment on the scale of urban ecological green space was empirically analyzed. On this basis, this paper puts forward some policy recommendations for the development of urban ecological green space in our country.
