“…Para ECHEITA, MUÑOZ, SANDOVAL Y SIMON (2014), todo aquello que, como resultado de la forma de cómo organizar la enseñanza y el aprendizaje, contribuya al desarrollo, en determinados alumnos, de sentimientos y situaciones de fracaso reiterado, aislamiento, marginación, minusvalía o exclusión deben ser consideraras como barreras de primer orden pare el aprendizaje. En este escenario, tanto a nivel micro político como en la concreción específica de las políticas curriculares, el sistema educativo chileno está atrapado en una lucha entre dos racionalidades: integración e inclusión (MEO, 2014;SCHWAB, 2015;YEUNG, 2012). Entonces, mientras la integración es concordante con los rasgos del modelo biomédico focalizado en los déficits, diagnósticos y tratamientos individuales; la inclusión adscribe a un enfoque social, educativo y pedagógico para el cambio educativo (BOSSAERT, COLPIN, PIJL & PETRY, 2013; GONZÁLEZ, LUZÓN & TORRES, 2012;JAHNUKAINEN, 2015) Por consiguiente, conceptualizamos la educación inclusiva como un proceso que: a) no excluye ni segrega a ningún estudiante de las oportunidades de aprender, desarrollar y participar en las actividades de la comunidad educativa (AINSCOW, 2001;BLANCO, 2009; MARCHESI, DURÁN, GINÉ & HERNÁNDEZ, 2009; UNESCO, 2014), y b) requiere de políticas y prácticas que permitan a las comunidades educativas preparar condiciones de pertenencia, enriquecimiento y educación para todos los niños y jóvenes, independientemente de sus diferencias en cuanto a cultura, género, idioma, habilidades, estatus socioeconómico y grupo étnico, enfatizando una perspectiva democrática que busca minimizar la desigualdad a través de la preparación para la ciudadanía como un modo de vida (LÓPEZ, GONZALEZ, MANGUI, ASCORRA, OYANEDEL, REDÓN, LEAL Y SALGADO, 2018).…”
