Risk-sharing policies in the context of the French Flood Prevention Action Programmes

Abstract: This article analyzes the consequences for risk distribution of the French Flood Prevention Action Programme (PAPI). By redirecting floods from the most vulnerable to the least vulnerable areas, PAPIs expose farmers to greater flood risks. This has led local water management institutions to introduce compensation payments. The article outlines the results of an exhaustive survey of all PAPI programmes in France, which examined the way the compensation policies are set up locally. Results of the survey showed t… Show more

“…In the case of floodplain restoration, this would mean that additional damage to agricultural areas does not need to be compensated in practice in order that the project is considered economically efficient. However, the analysis of feedback experience on floodplain restoration in France shows that real compensation is an indispensable lever for effective implementation (Erdlenbruch et al, 2009). For a review of compensation to land managers for flood risk management services, see Beedell et al (2012).…”

“…As a consequence, the private company offered funds to farmers if they followed specific cropping patterns with less impact on the water quality (Deffontaines et al 2000). Dealing with externalities is often in conjunction with payments for ecosystem services, such as flood protection of cropping areas through compensation to cover losses (Erdlenbruch et al 2009). …”

“…Consider the work of de Bruin et al (2009), a recent adaptation inventory for the Netherlands, one of the most advanced countries with the greatest vulnerability to climate change. Table 4 ( de Bruin et al 2009:36) shows costs that are quantified, but benefits that are not.…”
