REDD+ Crossroads Post Paris: Politics, Lessons and Interplays

Abstract: This article introduces the special issue "REDD+ crossroads post Paris: politics, lessons and interplays". The contributions to the special issue suggest, first, that REDD+ design in the studied countries has generally lacked social legitimacy and sidelined key actors who can considerably influence land-use sector dynamics. Second, they show that REDD+ early actions have tended to oversimplify local realities and have been misaligned and local needs. Third, REDD+ efforts have remained constrained to the forest… Show more

“…Encouraging examples range from the positive effects of commodity certification (for example, palm oil 119 ) to payment for ecosystem service schemes (for example, watershed protection 120 ). However, such approaches also attract considerable criticism, with implementation often lagging behind commitments 118 , persistent concerns around the social legitimacy of compensation schemes 121 and the misalignment of market-based mechanisms with local needs and perceptions of environmental values 122 .…”

“…But the agreement does not include additional rules on how to proceed with REDD+ implementation and finance. However, REDD+ plays a prominent role in the National Determined Contributions (NDCs), which are the national climate strategies under the Paris Agreement (Bhan et al, 2017;Corbera and Schroeder, 2017;Hein et al, 2018b). Most of the countries with tropical rainforest cover, including Indonesia, plan to implement REDD+ policies.…”

“…Whilst REDD+ has contributed to increased non-state actor engagement in international climate change governance , Gupta et al 2016, Betts and Schroeder 2015, Newell et al 2012, Nasiritousi et al 2016, it has been slower in recognising the ecological knowledge and practices of inhabitants of forests that have historically maintained the balance and well-being of these ecosystems (Posey 1985, Kawagley and Barnhardt 1998. The literature on REDD+ also points to repeated cases of oversimplified and generalised understanding of local level dynamics and complexities, leading to adverse outcomes and a tendency to not align project goals with local needs and relationships with their territory (Corbera and Schroeder 2017, Gebara and Agrawal 2017, Traedal and Vedeld 2017.…”
