Abstract: A semiquantal theory of Coulomb fission is presented; it is shown that Coulomb fission is essentially a two-step process: multiple Coulomb excitation of an actinide target nucleus by a heavy projectile ( Z p 3 50) followed by radioactive decay. The coupledchannels Coulomb excitation calculations involve a large set of collective energy levels (-260) and reduced ME2 matrix elements (-8300) which are calculated from the extended rotation-vibration model.
