Interoperability is defined as the ability of a system or device to communicate between different technologies and software applications. This allows the exchange and use of data in an efficient, precise, and robust way. The present article gives researchers and healthcare information systems developers a qualitative and quantitative synthesis of the state of knowledge related to data formats and data standards proposed for mHealth devices interoperability in healthcare information systems that retrieve and store ECG data. We carry out a scoping review to answer to following questions: (1) What digital data formats or data standards have been proposed for the interoperability of electrocardiograph data between traditional healthcare information systems and mobile healthcare information systems? (2) What are the advantages and disadvantages of these data formats or data standards? The scoping review was conducted in four databases in accordance with the JBI methodology for scoping reviews, and in line with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension for Scoping Reviews (PRISMA-ScR). A total of 4018 studies were identified of which 30 studies met the inclusion criteria. Based on our findings, we identify four standards and nine formats for capturing and storing streaming ECG data in mobile health applications. The standards used were HL7, SCP-ECG, x73-PHD, and PDF/A. Formats include CSV, PDF-ECG, and seven XML-based formats. These are ECG-XML, HL7-XML, mPCG-XML, mECGML, JSON, SaECG, and CDA R2.

Linked Data (LD) principles, when applied to Open Government Data (OGD), aim to make government data accessible and interconnected, unlocking its full potential and facilitating widespread reuse. As a modular and scalable solution to fragmented government data, Linked Open Government Data (LOGD) improve citizens’ understanding of government functions while promoting greater data interoperability, ultimately leading to more efficient government processes. However, despite promising developments in the early 2010s, including the release of LOGD datasets by some government agencies, and studies and methodological proposals by numerous scholars, a cursory examination of government websites and portals suggests that interest in this technology has gradually waned. Given the initial expectations surrounding LOGD, this paper goes beyond a superficial analysis and provides a deeper insight into the evolution of interest in LOGD by raising questions about the extent to which the dream of LD has influenced the reality of OGD and whether it remains sustainable.

Cities are increasingly getting augmented with sensors through public, private, and academic sector initiatives. Most of the time, these sensors are deployed with a primary purpose (objective) in mind (e.g., deploy sensors to understand noise pollution) by a sensor owner (i.e., the organization that invests in sensing hardware, for example, a city council). Over the last few years, communities undertaking smart city development projects have understood the importance of making the sensor data available to a wider community – beyond their primary usage. Different business models have been proposed to achieve this, including creating data marketplaces. The vision is to encourage new start-ups and small and medium-scale businesses to create novel products and services using sensor data to generate additional economic value. Currently, data are sold as pre-defined independent datasets (e.g., noise level and parking status data may be sold separately). This approach creates several challenges, such as (i) difficulties in pricing, which leads to higher prices (per dataset), (ii) higher network communication and bandwidth requirements, and (iii) information overload for data consumers (i.e., those who purchase data). We investigate the benefit of semantic representation and its reasoning capabilities towards creating a business model that offers data on-demand within smart city Internet of Things (IoT) data marketplaces. The objective is to help data consumers (i.e., small and medium enterprises (SMEs)) acquire the most relevant data they need. We demonstrate the utility of our approach by integrating it into a real-world IoT data marketplace (developed by synchronicity-iot.eu project). We discuss design decisions and their consequences (i.e., trade-offs) on the choice and selection of datasets. Subsequently, we present a series of data modeling principles and recommendations for implementing IoT data marketplaces.
