Public capital and total factor productivity: New evidence from the Italian regions, 1970–98

Abstract: This paper analyses the relationship between industrial total factor productivity and public capital across the 20 Italian administrative regions. We add upon the existing literature in a number of ways: we analyse a longer period (1970-98); we allow for the role of human capital accumulation; we test for the existence of a long-run relationship between total factor productivity and public capital (through the panel techniques suggested in Im et al., 2001;Pedroni, 1997Pedroni, , 1999 and for weak exogeneity o… Show more

“…Although this view was questioned by some authors that documented opposite causality between productivity and public capital and the non-stationarity of the data (HoltzEakin;1994;Garcia-Mila et al, 1996), their position was subsequently refuted by several studies that documented a positive relationship between public capital and productivity of regional productive systems (Bonaglia et al, 2000;Canning, 1999;Canning and Pedroni, 2004;Destefanis and Sena, 2005;Everaert and Heylen, 2001;Fernald, 1999).…”

“…However, the results are mixed; they vary considerably depending on the period considered, the country analysed and the empirical approach adopted. Among a vast set of studies we refer in particular to the original contribution by Picci (1999), Bonaglia et al (2000), Paci and Saddi (2002), Destefanis and Sena (2005). It is worth remarking that the need of evaluating the effectiveness of public interventions have determined a fresh interest in the building of comparable public capital stocks series for both industrialised and developing countries (see Nourzad, 2000;Miller and Tsoukis, 2001;Hurlin and Arestoff, 2006;Kamps, 2006).…”

“…In a study of Italian regions, Destefanis and Sena (2005) examine the relationship between public infrastructure and productivity. The average elasticity of total factor productivity with respect to basic infrastructure is estimated to be 0.17.…”
