General Neutrino Interactions (GNI) are scalar, pseudoscalar, vector, axial vector or tensor interactions of neutrinos with fermions, and generalise the often studied neutrino Non-Standard Interactions (NSI). If GNI arise from heavy new physics, they should be embeddable into effective field theory operators that respect the Standard Model (SM) gauge symmetry. Therefore we consider a full basis of gauge-invariant dimension-six operators involving SM fermions and righthanded singlet neutrinos and map their Wilson coefficients onto GNI parameters. In this embedding we discuss correlations of and bounds on different GNI in the context of charged lepton flavour violation processes and neutrino-fermion scattering, as well as beta decay and coherent neutrino-nucleus scattering. We also study possible UV completions of the relevant dimension-six operators for GNI via leptoquarks that can be related to radiative neutrino masses and B physics anomalies. Details on the numbers of free GNI parameters for Dirac or Majorana neutrinos and for CP violation or conservation are also provided.

This report summarizes the present status of neutrino non-standard interactions (NSI). After a brief overview, several aspects of NSIs are discussed, including connection to neutrino mass models, model-building and phenomenology of large NSI with both light and heavy mediators, NSI phenomenology in both short- and long-baseline neutrino oscillation experiments, neutrino cross-sections, complementarity of NSI with other low- and high-energy experiments, fits with neutrino oscillation and scattering data, DUNE sensitivity to NSI, effective field theory of NSI, as well as the relevance of NSI to dark matter and cosmology. We also discuss the open questions and interesting future directions that can be pursued by the community at large. This report is based on talks and discussions during the Neutrino Theory Network NSI workshop held at Washington University in St.~Louis from May 29-31, 2019

We make a comparative study of the neutrinoless double beta decay constraints on heavy sterile neutrinos versus other direct and indirect constraints from both lepton number conserving and violating processes, as a sensitive probe of the extent of lepton number violation and possible interference effects in the sterile sector. To this effect, we introduce a phenomenological parametrisation of the simplified one-generation seesaw model with one active and two sterile neutrino states in terms of experimentally measurable quantities, such as active-sterile neutrino mixing angles, CP phases, masses and mass splittings. This simple parametrisation enables us to analytically derive a spectrum of possible scenarios between the canonical seesaw with purely Majorana heavy neutrinos and inverse seesaw with pseudo-Dirac ones. We then go on to constrain the simplified parameters of this model from various experiments in energy, intensity and cosmic frontiers. We emphasise that the constraints from lepton number violating processes strongly depend on the mass splitting between the two sterile states and the relative CP phase between them. This is particularly relevant for the neutrinoless double beta decay constraint, which could now get significantly weaker for small mass splitting and opposite CP parities between the sterile states. It is important to keep this in mind while comparing the neutrinoless double beta decay constraint with the direct search limits in the electron flavour from high-energy colliders.
