Purpose:The aim of this study is to assess and discuss the relationship between the financial situation and the level of socio-economic development of coastal rural and urban-rural municipalities in Poland. Approach/Methodology/Design: The diversity of coastal municipalities in Poland due to the level of socio-economic development and financial situation was examined using a synthetic indicator. The analysis was carried out on the basis of data from the Local Data Bank of the Central Statistical Office and from the Ministry of Finance and Regional Accounting Chambers. The time range covers 2004 The analysis shows that there was a statistically significant and bilateral relationship between the financial situation and the socio-economic development in Polish coastal municipalities in the years 2004-2017. Moreover, the results of an extensive analysis of this relationship showed that despite the fact that a statistical relationship was found in the analyzed period, such a relationship was not proven for each class and each municipality. In the case of the study taking into account classes of different levels, a significant relationship did not occur in the extreme classes, but only in the average. Practical Implications: The conclusions refer to the assumptions of the regional and local policy. Originality/Value: The study concerns current issues of regional and local policy. The results can contribute to the analysis of creating development at the local level.

Purpose – The purpose of the article is to rate the diversity of the financial situation of municipalities in Świętokrzyskie voivodship in relation to their financial independence. Research method – The financial situation and independence are multidimensional. They are shaped by, among others, economic, legal and financial factors. The assessment of the financial standing and independence was based on the value of the synthetic measure determined by the TOPSIS method. The study covered the years 2009-2018. The article uses data obtained from the Regional Accounting Chamber of Kielce. Results – The subject of the discussion presented in the article are the issues of the financial situation and independence of the municipalities (102) of Świętokrzyskie voivodship. As part of the research, a set of diagnostic variables was selected, their nature, synthetic measure, and their division into quartile groups were determined. Originality / value – Stability and certainty of income determine the scope and level of tasks performed by the municipalities. The financial situation and independence of municipalities are not a permanent category. The financial situation of the municipalities in Świętokrzyskie voivodship was shaped by the development potential, the level of financing public services and implemented transfers, income and expenses independence and budget solvency. The best municipalities were characterized by a good situation and a high level of financial independence.

The study used the methods of descriptive statistics. Detailed analyses were carried out based on the authors' calculations using MS Excel. Findings: The financial condition of communes in Poland is varied when interpreted in terms of time and spatially, when measured with standard indicators used by, among others, the Ministry of Finance in Poland, and with the measures proposed by the authors, it differs, and therefore the changes in the finances of these units are assessed differently. Also, the variations in the values of the standard indicators do not explicitly indicate the direction of changes of the financial condition of communes. Practical implications: State institutions in their work on the changes in the system of revenue inLGUs in Poland, aimed at adjusting the amounts of the financial resources available to them to the range of tasks allocated for realization. Local authorities in the annually determined amounts of financial resources which they can implement to realize their tasks, having included the burdens resulting from the long-term contractual obligations they are bound by. Originality/Value: Expanding the research on the financial condition of LGUs by approaching this matter through the prism of indicators reflecting the possibilities of local authorities to define the amounts and the directions of their budgetary expenditure.
