Purpose: This paper examines the problems of changing the systems of the structures of governance in the first years of the existence of Soviet rule using the example of the armed forces, the redistribution of powers between them, the strengthening of the administrative influence of individual departments on the most important decisions in this area. Methodology: The basis of scientific research is the dialectical materialist method, which allows revealing the patterns of development of the relevant legal industry and suggesting the most likely options for the development of legislation and law enforcement practice. In addition, the authors use the historical-chronological method, the historical-systemic method, the formal-logical method, the method of comparative law, the system-structural method, the technical-legal method, etc. Result: a dramatic change in internal political line with the advent of the Bolsheviks predetermined the sweeping changes in the approaches to public administration. Having no experience in organizing public authority, the leaders of the revolutionary movement proposed and approved numerous ideas related to improving the efficiency of the management of uniformed services, which was very important in the conditions of the civil war and foreign intervention. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of the development of the Soviet state system in 1918-1940 is presented in a comprehensive and complete manner.

In this article we analyze the determinants of confidence in the Police Pacification Units ( Unidades de Polícia Pacificadora – UPPs). During their existence (2008-2018), “pacification” was represented by the media as an institutional hybrid which moved between two extremes. The police were either presented as heroes, whom people wanted to guarantee the end of shootings and ensure security in areas previously marked by violence, or as villains, rejected because of the lethality of their actions and the arbitrariness of how they dealt with people. Taking these representations as ideal types, we sought to identify the determinants of confidence in the police, with the counterpoint being a domiciliary survey carried out between 2014 and 2016 with 2000 residents distributed among twenty “pacified” favelas in the city of Rio de Janeiro. The results indicated that the respondents had ambiguous sentiments towards the UPP police, mediated by the perception that shootings were part of daily life in these communities and that the “pacification” had improved security, making the police neither heroes nor villains.

Perceptions of police as a moderator between negative experiences and mental health symptoms

Negative experiences with police present serious risks for mental health. However, interpretation plays a meaningful and little understood role in the effects of those experiences. This study expands on previous work exploring coping responses to negative police experiences and investigates the relation between negative experiences with police and mental health outcomes. Participants (N = 198) were from a diverse sample of young adults at a minority‐serving institution. Black/African American, Hispanic/Latinx, and Middle Eastern/North African participants reported significantly more negative police experiences than White and Asian/Asian American participants. Black/African American and Hispanic/Latinx also showed more negative perceptions of police. Negative police experiences were positively related to depression but not posttraumatic stress symptoms. There were also meaningful interactive effects between negative experiences and perceptions of police on levels of posttraumatic stress and depression, suggesting negative perceptions of police may buffer negative effects of negative police experiences. Our findings point to the importance of addressing negative encounters with police as mental health stressors, as well as effects of crucial differences in perceptions of police by race. This research contributes to a growing understanding of the complex nature and effects of experiences with police on mental health.
