Corporation illegal dumping’s impact on climate change illustrates that corporate economic crime in the environmental field (waste disposal) has a broad effect yet no significant correlation. If this correlation is adequately studied, it can contribute to enforcing legal accountability and optimizing efforts to reduce climate change. To see this correlation, it is necessary to ask whether a corporation has an economic interest that is fought for in disposing of waste irresponsibly and whether parties whose economic interests are harmed. As one of The United Nations Framework Convention on Climate Change (UNFCCC's) members, Indonesia is a country that predominantly relies on its natural resources, while climate change is very detrimental to nature. This research is normative-juridical research which uses secondary type data. Research shows that The UNFCCC does not explicitly prohibit illegal dumping, but it does specify waste management guidelines that are not hazardous to the environment or public safety. Indonesia has ratified the UNFCCC instrument by through Law No. 6 of 1999. From this ratification, Indonesia's effort to reduce illegal dumping is seen through Environmental Protection and Management Plan, Strategic Environmental Studies, and Government Regulation no. 47 of 2012 concerning Social and Environmental Responsibility of Limited Liability. The economic interest of a corporation that illegally dumps is to avoid spending money because the procedure of adequate waste management is high cost.

The purpose of this study is to determine the legal regulation arrangements concerning the blue economy and solutions to overcome obstacles to the implementation of the blue economy, in this case, are B3 and dumping. This research is normative juridical research, using a descriptive method with a qualitative approach. The data source used in this study is secondary legal material, which will examine positive legal norms. The conclusion that can be stated is that there is no harmonization between articles in one law and harmonization between laws governing environmental management. The solution to overcome obstacles to implementing the blue economy is first to harmonize related legislation. Second, strict legal action and sanctions from the government if there are violations related to marine affairs. Third, the existence of joint patrols between related institutions in the country and patrols between countries.

Introduction: Hazardous waste materials can be generated from laboratory use sourced from expired chemicals. The purpose of this study examines how the management of expired chemicals in Gunung Batu’s chemistry laboratory of Health Polytechnic of the Ministry of Health Bandung. Method: This study used descriptive case study observational design. The study population was all chemistry laboratory managers and all expired liquid chemicals of Health Polytechnic of the Ministry of Health Bandung in 2018 with a total sampling method. The variables studied were volume, the amount based on its characteristics, reduction stage, packaging stage, storage stage, collection stage, utilization stage, processing stage, and accumulation of liquid chemicals. The laboratories studied were the environmental health, nutrition, and health analyst laboratory. The result of interviews and observations collected data collection, and then it was used to analyze. Result and Discussion: The results of the expired liquid chemical volume measurement at Gunung Batu’s chemistry laboratory Health Polytechnic of the Ministry of Health Bandung in 2018, were 108,138 milliliters. The expired liquid chemical measurement results based on their characteristics obtained results as many as 4.2% explosive, 50% flammable, 33.3% corrosive, and 12.5% toxic. According to observations and interviews, the chemistry laboratory has not implemented seven stages of chemical management correctly. Conclusion: The management of expired liquid chemicals in Gunung Batu’s chemistry laboratory at Health Polytechnic of the Ministry of Health Bandung in 2018, does not fulfill the requirements.
