Background: The rapid development of health services is a challenge for hospitals in facing the increasingly open and accessible competition. Good human resource management is needed to increase the productivity of an organization. One of the strategies to increase productivity and improve human resource management is to use an integrated and comprehensive employee performance measurement. This research measured employee performance using the Human Resources Scorecard (HRSC) approach based on several conditions. HRSC is a Balanced Scorecard with a Human Resources (HR) approach where Key Performance Indicators (KPI) are based on 4 (four) perspectives: Financial Perspective, Customer Perspective, Internal Business Process Perspective, and Learning and Growth Perspective. Method: This study used a quantitative approach with a cross-sectional survey research design. Data collection methods included questionnaires, document review, and Consensus Decision Making Group (CDMG). The research population was 256 employees of the ‘Aisyiyah Hospital Klaten. Samples were determined using non-probability sampling technique with a purposive sampling method of 100 respondents. Results: The results showed that overall employee performance was good, with a score of 4.03. Based on Key Performance Indicators for each perspective, the internal business process perspective of employee performance was very good, with a score of 1.24. The financial perspective of employee performance was good with a score of 0.8, while the customer perspective of employee performance was good, with a score of 1.19. Finally, the learning and growth perspective of employee performance was good, with a score of 0.8. Conclusion: With the HRSC approach, the overall performance results of the ‘Aisyiyah Klaten Hospital employees were good.

Pendahuluan. Penyait Ginjal Stadium Akhir (end stage renal disease, ESRD) merupakan stadium Penyakit Ginjal Kronis (PGK) yang memerlukan terapi pengganti ginjal termasuk hemodialisis (HD). Indikator keberhasilan HD termasuk kinerja jantung dan kualitas hidup pasien diyakini tergantung pada indikator proses yang meliputi kecukupan (adekuasi) HD, kejadian anemia serta malfungsi akses vaskular dan infeksi. Tujuan. Penelitian ini bertujuan untuk menilai hubungan antara indikator proses dan indikator hasil pasien HD. Metode. Penelitian ini merupakan penelitian observasional analitik dengan pendekatan kohort yang melibatkan 350 pasien dari 5 unit HD di Provinsi Aceh. Data diperoleh dari rekam medis pasien, sedangkan kualitas hidup pasien HD dinilai dengan kuesioner Kidney Disease Quality of Life (KDQoL). Kinerja jantung dinilai dengan menggunakan ekokardiografi. Hasil. Hasil penelitian menunjukkan adanya hubungan positif yang signifikan antara hemoglobin (Hb) dan adekuasi HD dengan fraksi ejeksi pasien yang menjalani HD. Selain itu, penelitian ini juga menemukan hubungan positif yang signifikan antara Hb dan adekuasi dengan kualitas hidup pasien HD, terutama fungsi fisik dan kesejahteraan emosional. Kesimpulan. Adanya korelasi positif antara Hb dan adekuasi HD dengan kinerja jantung dan kualitas hidup menunjukkan pentingnya indikator proses dalam meningkatkan kualitas pelayanan HD serta pasien HD.

Background: An interrupted time series (ITS) analysis is a powerful tool for policy evaluation. In Thailand, chronic kidney disease (CKD) is a public health problem that requires a long recovery time and has a high treatment cost. The universal coverage policy for renal replacement therapy (universal dialysis policy), is used to treat this disease but policy evaluation using ITS analysis has rarely been conducted. This study applied ITS analysis to test the effect of such a policy between 2006 and 2016. Methods: Data were retrieved from the electronic database of the health data center in Roi Et Province for the period between January 1, 2006 and December 31, 2016. 15,681 CKD stage 5 patients were included. The intervention under assessment was the universal health coverage system, which has been implemented since 2008. Results: Results showed that before implementation of the universal dialysis policy, the overall trend of access to renal replacement therapy (RRT) slightly increased (0.74; 95% confidence interval (CI): 0.58, 0.90). After implementation of the policy, access sharply increased (6.10; 95%CI: 3.67, 8.54), while the linear trend after policy implementation also slightly increased (0.29; 95%CI: 0.05, 0.14). The stratified analysis showed the same linear directional trend before and immediately after implementing the universal dialysis policy. Conclusions: Implementation of the universal dialysis policy positively impacted the rate of renal replacement therapy in CKD stage 5 patients, while access to health care services also increased.
