To achieve the goals of carbon peak and carbon neutrality, Xinjiang, as an autonomous region in China with large energy reserves, should adjust its energy development and vigorously develop new energy sources, such as photovoltaic (PV) power. This study utilized data spatiotemporal variation in solar radiation from 1984 to 2016 to verify that Xinjiang is suitable for the development of PV power generation. Then, the averages of the solar radiation, sunshine duration, and other data in the period after 2000 were used to assess the suitability of Xinjiang, based on spatial principal component analysis (SPCA). Finally, the theoretical power generation potential, fossil fuel reduction, and CO2 emissions reduction were estimated. The results are as follows: (1) In terms of temporal variation, the solar radiation in Xinjiang decreased (1984–2002), increased (2002–2009), and decreased again (2009–2016), but the fluctuations were not statistically significant. In terms of spatial distribution, the Kunlun Mountains in southern Xinjiang had the highest solar radiation during the span of the study period. Hami and Turpan, in eastern Xinjiang, had sufficiently high and stable solar radiation. (2) The area in Xinjiang classed as highly suitable for solar PV power generation is about 87,837 km2, which is mainly concentrated in eastern Xinjiang. (3) In the situation where the construction of PV power plants in Xinjiang is fully developed, the theoretical potential of annual solar PV power generation in Xinjiang is approximately 8.57 × 106 GWh. This is equivalent to 2.59 × 109 tce of coal. Furthermore, 6.58 × 109 t of CO2 emissions can be reduced. PV power generation potential is approximately 27 times the energy consumption of Xinjiang in 2020. Through the suitability assessment and calculations, we found that Xinjiang has significant potential for PV systems.

The paper deals with an important issue related to the identification, modelling, and prediction of environmental pollution in aquatic ecosystems of the Baltic Sea caused by anthropopressure. Water ecosystems are in danger nowadays because of the negative influence of chemical releases in seas, oceans, or inland waters. The crucial issue is to prevent the oil spills and mitigate their consequences. Thus, there is a need for methods capable of reducing the water pollution and enhancing the effectiveness of port and marine environment preservation. The challenge in implementing actions to remove and prevent horizontal oil discharge lies in accurately determining its shape and direction of oil spreading. The author employed a self-designed software utilizing modified and developed mathematical probabilistic models to forecast the movement and dispersion of an oil spill in diverse hydrological and meteorological conditions. This involved determining the trajectory and movement of a spill domain, which consists of elliptical sub-domains undergoing temporal changes. The research results obtained are the initial results in the oil spill simulation problem. This approach represents an expanded and innovative method for determining the spill domain and tracking its movement, applicable to oceans and seas worldwide. It expands upon the methodologies firstly discussed, thereby broadening the range of available techniques in this field. A simple model of an oil spill trajectory simulation and a surface oil slick as an ellipse is illustrated using a time-series of selected hydro-meteorological factors that change at random times. The author proposes a Monte Carlo simulation method to determine the extent of an oil spill in an aquatic ecosystem, taking into account the influence of varying hydro-meteorological conditions. A semi-Markov model is defined to capture the dynamics of these conditions within the spill area and develop an enhanced algorithm for predicting changes in the shape and movement of the spill domain under changing these conditions. By applying the algorithm, a simulation is conducted to provide short-term prediction of the oil discharge trajectory in a selected Baltic Sea waterway. To enhance the accuracy of predicting the process of changing conditions, uniformly tested joint datasets from the open sea water area were incorporated. Finally, the potential future prospects and directions for further research in this field are discussed.

Data are becoming the most important factor in the development of the socio-economy, and data can be reevaluated as the owner’s valuable asset, which can increase the owner’s value. Therefore, each company is fiercely competing to secure data. Even in the marine field, maritime data are being produced exponentially, but it is difficult to expect more value creation because data are only stored rather than being used. This study used the analytic hierarchy process (AHP) methodology to select a suitable valuation model necessary to discover new values for maritime data. As a result of AHP analysis of 33 experts based on the stratified factors extracted from previous studies and expert opinions, the market approach (A2) was found to be the most suitable model. In addition, the most important factors to consider when selecting a valuation model were in the order of the characteristics of the maritime data (M1), the features of the maritime data market (M2), and the features of the maritime data valuation model (M3). The potential impact of this implementation could contribute to the establishment of an intelligent technology market by estimating the value of data and developing a platform for maritime data trading, allowing for more efficient data sharing and utilization by maritime autonomous surface ships (MASSs).
