Measuring the Efficiency of Polish Municipalities – Data Envelopment Analysis Approach

Abstract: The aim of the paper is to build a ranking of municipalities due to their level of efficiency from the development point of view. According to the aim, it is possible to find out which indicators are crucial for the efficiency of municipalities in terms of sustainability. The research study involved DEA (Data Envelopment Analysis) approach. Conducted research study covered 2044 Polish municipalities in the year 2016. The ranking of Polish municipalities was prepared with the use of the DEA model. The DEA metho… Show more

“…Several studies confirm the link between socioeconomic determinants and health [ 28 ], suggesting that income is one of the most critical factors [ 1 ], [ 29 – 32 ], but in terms of the economic crisis, other factors also acquire significance [ 28 ], especially low income and job insecurity [ 21 ], [ 28 ], [ 33 – 35 ]. The labour market conditions force workers to be more active [ 36 ], and extended working hours may harm the population’s health collaterally [ 37 ].…”

“…Within the CRS scale, the dimensions of output are considered to change in proportion to variations in input quantities (Barpanda & Sreekumar, 2020). This particular model orientation enables us to assess whether a Decision-Making Unit (DMU) has the potential to enhance its outputs while maintaining the inputs at a constant level, as discussed by Skica et al (2019). The core equations that define the CRS output-oriented model are provided below:…”

“…This assumption is used to assess pure technical efficiency, focusing on how well a DMU utilises its resources to produce outputs. In an output-oriented DEA model, the goal is to assess the efficiency of DMUs in producing as many outputs as possible, given their input levels (Skica et al, 2019). This means that DMUs are evaluated based on their ability to maximise output production while holding their inputs constant.…”
