Location-Allocation Modeling for Emergency Evacuation Planning in a Smart City Context

Abstract: The transition of a city to a smart city depends on the preservation of open spaces because they can ensure both a safe and a quality living. In a smart city context, it is important for planners to pre-allocate resources during planning phase in order to satisfy the demand during catastrophic events. Geo-computation approaches can contribute towards the spatial-optimization of urban open-spaces for evacuation purposes in cases of catastrophic events. This work will use a location allocation spatial model to f… Show more

“…The same results are also obtained by aws and awi methods, while the rest provide somehow different estimated values. (Batsaris et al, 2019). This dataset (reference dataset) is based on an extended field survey carried out back in 2010 by the Carto-GI Lab (https://cartogi-lab.aegean.gr/), highlighting populated and unpopulated floors for the buildings of Mytilini, and were validated through random in-situ visits in 2019.…”

“…Due to confidentiality concerns, population data at the granularity of building are not publicly available in Greece. Therefore, an alternate population distribution previously published in Batsaris et al (2019) was used as reference data (rf ). rf population values are also included in the build-in trg data set.…”

“…Information about the spatial distribution of the population is crucial in addressing a wide range of geographical information science problems (Dobson et al 2000;Ahola et al 2007;Freire and Aubrecht 2012;Bian and Wilmot 2015;Calka, Nowak Da Costa, and Bielecka 2017;Batsaris et al 2019;Bahadori, Gonçalves, and Moura 2021;Wang et al 2021;Han, Hu, and Wang 2020). One of the most common sources of population data is the Census of Population (Tenerelli, Gallego, and Ehrlich 2015;Liu, Kyriakidis, and Goodchild 2008).…”

“…Therefore, modern GIS tools provide analytic and visualization tools suitable for location-allocation modeling and routing applications (Lei et al, 2016). Such applications may be disaster/emergency management (Batsaris et al, 2019;Kavroudakis et al, 2019), solid waste management (Yu & Solvang, 2017), administrative unit re-organization (Papafragkaki & Photis, 2014), health care services (Photis & Sirigos, 2015;Wang et al, 2018).…”
