“…This can be explained by the late integration of railway accessibility in spatial planning (CEREMA 2014). It was not until the introduction of the Solidarity and Urban Renewal Act (2000) that the objectives of "territorial coherence" and "sustainable development" were set out, contrasting with integrated planning of railway services and housing programmes in Germany (L'Hostis 2009), at any event the obstacles are not specific to France (Gallez et al 2015). Despite declared ambitions for transit-oriented urban planning (Leysens 2011), the behaviour of politicians and developers is still directed towards the car-friendly model (Demazière, Hernandez 2012).…”

“…Public action is evolving positively (Desjardins, Leroux 2007), from the ground up, in order to respond to concrete accessibility issues. However, the apparent consensus around train-friendly urban planning has come up against a series of negotiations between local elected officials due to divergent interests in terms of location choices for future housing programmes (Gallez et al 2015, Maulat 2016.…”

“…While the objectives of these policies participate fully in an environmental transition of mobilities, including making the envisaged changes desirable, various authors have emphasized the importance of not fetishizing these models. They stress implementation difficulties, due to the lack of alignment of the actions carried out: policies are still largely sectoral and market forces make the fight against urban sprawl much more difficult than expected (Tan et al 2014;Gallez et al 2015).…”
