Indonesian government has promoted the acceleration of local reservoirs development in rural areas. This development shall be integrated in agri-cultural areas to increase its production. Therefore, identification of the potential location and the type of water harvesting infrastructure are crucial to support and optimize the reservoir construction. Here, this research aims to identify the potential location distribution and the type of water harvesting infrastructure in Lampung Province. A Geographic Information System analysis was conducted using several base maps and thematic maps to extract each region characteristics, which include land use, rice field location, river network, slope, area status, buffer zone, groundwater basin, and rainfall pattern. In addition, a survey was conducted to identify potential water availability and land area, including flow discharge in each region. The results showed that the most suitable types of water harvesting infrastructure were channel reservoirs, followed by river water utilization and shallow wells. All infrastructures are highly dependent on rainfall. This means that channel reservoirs have the largest potential area for irrigation services, followed by the river water utilization, shallow wells, and small reservoirs (embung), respectively.

In the future, Indonesia will become increasingly dependent on dryland agriculture. New adaptive technology innovations able to transform drylands into arable land throughout almost the entire year have been developed to anticipate global climate change in tropical areas. This article reviews the results of research on the importance of climate and water management technology to increase the crop index and productivity in Indonesia. We found that irrigation treatment at 80% of the FAO-recommended rate resulted in the highest maize stover yield (around 13.65–14.10 t h−1). Irrigation treatment at 60% of the FAO-recommended rate for soybeans (at 0.24 litre s−1 h−1) produced good-quality soybean seeds. The use of existing water resources can increase the planted area from 1.25 to 1.67 and increase the cropping index during the second planting season in the same area. Agricultural systems based on water management can improve their crop index and productivity, and anticipate climate change to increase farmers’ incomes and wellbeing. Support measures in the form of regulations, legislation, acts, programmes, and policies from central and local governments for land use and management are crucial. The development of infrastructure by establishing water management institutions at the village/farmers’ group levels to allocate irrigation water is a leverage point to develop dryland agricultural systems appropriately and judiciously to assist in sustainable development.

This article aims to scrutinize the dilemma of investment toward forests in Aceh and to find out anticipatory efforts to overcome investment problems that destroy forests in Aceh. This research was conducted by using qualitative research methods and the necessary data was collected through library research. The results of the study show that investment in Aceh has a positive impact on Aceh's economic growth, but uncontrolled investment has damaged forests and ecosystems in Aceh, causing floods and negative impacts on the local community such as floods and damaging animal ecosystems. The factors causing investments that destroy forests among others are ineffective government policies in managing forests, lack of prevention of investments that destroy forests, and weak legal enforcement in the investment and environmental sectors. To overcome the above dilemma, it is necessary to strengthen regulations and strict law enforcement, promote sustainable forest management, increase public and business awareness, and increase cooperation between related parties. This is important to do to maintain a balance between economic development and environmental sustainability as well as the survival of the local community.
