Indonesia berupaya meningkatkan pemerataan pendidikan melalui sistem zonasi yang mengatur penerimaan peserta didik didasarkan pada jarak sekolah dengan tempat tinggal calon peserta didik. Penerapan sistem tersebut pada Penerimaan Peserta Didik Baru (PPDB) tahun 2019 menuai pro-kontra yang tajam di tengah masyarakat. Untuk memahami pro-kontra tersebut, studi ini bertujuan mengkaji secara komprehensif latar historis penerapan sistem zonasi di beberapa negara, tujuan, keuntungan dan tantangan, serta solusi mengatasi persoalan penerapan sistem zonasi. Studi ini menggunakan metode narrative review dengan menghimpun, membuat sintesis, dan menganalisis hasil dari berbagai sumber dan data yang relevan. Hasil kajian mengungkapkan bahwa keberhasilan pelaksanaan sistem zonasi di negara-negara lain ditopang oleh keselarasan dengan kebijakan nasional pendidikan pendamping, seperti akselerasi pembangunan infrastruktur dan SDM guru. Penerapan sistem zonasi tidak hanya bertujuan untuk pemerataan kualitas pendidikan, namun juga mendorong partisipasi aktif sekolah dan wali murid dalam perencanaan Pendidikan. Tantangan utama dalam penerapan kebijakan zonasi adalah kurangnya kesiapan pemangku kepentingan yang terimbas. Selain itu, penerapan sistem zonasi di Indonesia memerlukan pembenahan utamanya dalam pelaksanaan di tingkat lokal. Solusi untuk merespon tantangan tersebut adalah dengan mengkampanyekan kebijakan sistem zonasi lebih dini dan melakukan penajaman kebijakan operasional di daerah. Kesimpulan, Penerapan sistem zonasi menimbulkan tanggapan positif dan negatif bagi para pemangku kepentingan pendidikan, terutama siswa, orangtua, dan guru. Agar sistem zonasi dapat diterima masyarakat dan implementatif dalam jangka panjang, pemerintah hendaknya menerjemahkan tujuan dan sasaran kebijakan sesuai dengan kondisi lokal, mengomunikasikan kebijakan zonasi secara akurat, dan melibatkan masyarakat melakukan pemantauan dan evaluasi. Indonesia strives for enhancing educational equality through a zoning system that regulates student admission based on the distance between school and student’s residence. However, the implementation of the system in 2019 caused pros and cons amongst Indonesian society. This study comprehensively reviews the historical backgrounds, objectives, advantages and challenges, as well as their solutions of implementing the zoning system. This study used the narrative review method by collecting, synthesizing, analyzing and analyzing the results from various sources and relevant data.The results revealed that the successful of zoning system implementation in other countries were supported by their alignment with other national education policies, such as infrastructure acceleration and teacher development. The implementation of the zoning system is not only for improving education quality, but also encouraging the active participation of schools and parents in education planning. The main challenge in implementing zoning system is the lack of readiness of affected stakeholders. In addition, the implementation of the zoning system requires improvement, particularly in its implementation at the local level.The solution to respond to these challenges is by earlier socialization of zoning system and sharpening operational policies in the regions. To conclude,the application of the zoning system has caused positive and negative responses for education stakeholders. To achieve the acceptable and implementable of zoning system in the long term, the government should translate policy goals and objectives according to local conditions, communicate zoning policies accurately, and involve the community.

This study has the objective of enhancing the precision and equity of the payroll system within the education sector of Timor-Leste. By concentrating on crucial components such as compensation, incentives, auditing and control mechanisms, as well as level/scale adjustments, welfare, and professionalism, this investigation tackles significant concerns. Timor-Leste, having gained independence in 2002, encounters notable hurdles in administering its educational framework, particularly concerning civil servants and teachers. The Ministry of Education confronts challenges including wage inconsistencies, grade/category alignment issues, and teacher entitlements, all contributing to instructional difficulties and the potential for protests. The deficiencies of the current payroll system, encompassing salary disparities, outdated data, and workload discrepancies, amplify discontent, financial insecurity, and perplexity, thus emphasizing the pressing need for system enhancements. Employing a qualitative methodology involving interviews and document analysis, this study delves into the societal, cultural, and political contexts influencing the payroll system. The research scrutinizes the operational mechanisms of the system and the factors influencing its precision and equity, proposing specific measures such as streamlining processes, heightened utilization of information technology, human resources training, and enhanced communication to bolster effectiveness and fairness. These actions aspire to safeguard the well-being and contentment of educators and civil servants, thereby enhancing the calibre of education.

The students 'reading ability is low, it certainly affects the students' writing ability. Implementation of the School Literacy Movement is a solution to students' low reading ability. This study aims to describe the pattern of Implementation of School Literacy Movement that took place in SMP Negeri 5 Malang. This study uses a qualitative approach with a descriptive type that describes the School Literacy Movement in SMP Negeri 5 Malang. Data collection techniques using observation, interviews, and documentation. The results showed that the pattern of implementation of school literacy measures in SMP Negeri 5 Malang included: 1) The habituation phase was carried out by way of students bringing reading books from home or borrowing books to the library. At this stage a class reading corner was prepared, reading 15 minutes before learning began, and a literacy journal; 2) The Development and Learning Phase increases the school resources especially at the State Junior High School 5 Malang, namely the existence of a reading corner in each class, an increase in the number of books, a 30-minute reading club, and a product of the School Literacy Movement.Keywords: School Literacy Movement, Habituation Phase, Development Phase, LearningAbstrak: Kemampuan membaca peserta didik tergolong rendah pasti berpengaruh terhadap kemampuan menulis peserta didik. Implementasi Gerakan Literasi Sekolah menjadi solusi atas kemampuan membaca siswa yang rendah. Penelitian ini bertujuan untuk mendeskripsikan pola Implementasi Gerakan Literasi Sekolah yang berlangsung di SMP Negeri 5 Malang. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif yang mendeksripsikan Gerakan Literasi Sekolah di SMP Negeri 5 Malang. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukan bahwa pola implementasi geakan literasi sekolah di SMP Negeri 5 Malang meliputi: 1) Tahap Pembiasaan dilaksanakan dengan cara peserta didik membawa buku bacaan dari rumah atau meminjam buku ke perpustakaan. Pada tahap ini sudah disiapkan pojok baca kelas, membaca 15 menit sebelum pembelajaran dimulai, dan jurnal literas; 2) Tahap Pengembangan dan Pembelajaran meningkatkan sumber daya sekolah khusnya di Sekolah Menengah Pertama Negeri 5 Malang yaitu adanya pojok baca di masing-masing kelas, penambahan jumlah buku, adanya club baca 30 menit, dan hasil produk Gerakan Literasi Sekolah.Kata Kunci: Gerakan Literasi Sekolah, Tahap Pembiasaan, Tahap Pengembangan, Pembelajaran
