In this paper, I present some preliminary considerations on relevant, but, as far as I know, still unexplored, aspects of the Kantian and Fichtean conceptions of cosmopolitanism. These aspects can be grouped in three thematic axes: the ontologicopolitical (not legal) side of the cosmopolitan conceptions of both philosophers, the existence of a diversity of forms of cosmopolitanism in Fichte's philosophy, and the idea and role of nature, economy and history in Kant and Fichte's cosmopolitanism. 1 Recent Kant-studies have shown that contrary to the traditional approach exclusively focused on Kant's theory of international order (legal cosmopolitanism), Kant also offers an economic, religious, epistemological and moral account on cosmopolitanism. 2 Nevertheless, these new interpretations leave the Kantian ontologico-political version of cosmopolitanism aside. The reason of this systematic omission seems to be the little attention these studies have given to what I consider the conceptual core of Kant's article of 1784 Idea for a Universal History with a Cosmopolitan Aim, namely Kant's postulate of an ontological continuity from nature to reason aiming at legitimating a political praxis of cultural, political and moral progress and emancipation. 3 Concerning Fichte's theory of cosmopolitanism, research has always been focused on the tensions between nationalism and/or patriotism and cosmopolitanism in Fichte's political and legal philosophy, leaving the question aside whether Fichte, like Kant, does not conceive of cosmopolitanism in very different perspectives. 4 The recent published Cambridge Companion to Fichte shows that Fichte's cosmopolitanism has been displaced in the last years from the set of main problems concerning the study of the work of this philosopher. 5 The paper is structured as follows. I will begin with an analysis of Kant's epistemological cosmopolitanism and show that Cavallar's reconstruction of this form of cosmopolitanism needs to be improved. This will lead me to the explanation of the ontologico-political side of the Kantian cosmopolitanism. I will mainly focus on the mentioned article Idea for a universal history with a cosmopolitan aim (from now on IaG). Even as democratic sovereignty and globalization are increasingly seen as incompatible in theory, this chapter argues that, in some important realms, they are proving compatible in practice. As tariffs have fallen to negligible levels, trade agreements among rich countries have come to focus on reconciling regulatory differences. In many sectors, novel forms of cooperation have emerged that allow trade partners deliberately to investigate and learn from one another’s practices, eventually recognizing the equivalence of regimes that are not strictly identical—and in the process extending domestic political oversight to relations among states while often heightening domestic accountability. The emergent institutions of regulatory equivalence suggest a practical, if partial, possibility for realizing Kant’s “negative surrogate” or federation of democratic republics, growing incrementally through voluntary association, as a substitute for a global state.

Immanuel Kant, the most important German philosopher of the era of Enlightenment, participated actively in the discussions within and about the natural sciences of his time. He became a defender of a Newtonian conception of science against Aristotelean Scholasticism that relied upon final causes and essentialist explanation for phenomena in nature. While gaining fame for developing his ‘critical philosophy’, he continued to address contemporary questions of philosophy of biology, such as critically analysing the argument from design, addressing the question of the natural origin of mankind, and searching for a middle ground between preformationism and epigenesis. Kant claims it is necessary for us to conceptualise organisms as ‘ends in nature’ with a purposive (teleonomic) structure that differs from any other Newtonian form of organisation in nature. Kant claims that due to the limits of our human reasoning we may never be able to find a mere Newtonian mechanical explanation of the origin of life and its order. Key Concepts Preformationism: The view according to which organic growth and adaptability is resulting from a mechanical unfolding of ‘pre‐formed’ germs. Epigenesis (opposed to preformationism) the view that organic forces beyond Newtonian principles are needed to explain the flexible adaptiveness and the growth of organisms. Ends in Nature: Kant's term for the teleonomic (purposive) structure of organism that separate them from all other products of nature. Critical Philosophy: The attempt to deliver an epistemological foundation for philosophy by critically investigating the reach and limits of human reason. Bildungstrieb: The concept of a ‘formative force’ proposed by Blumenbach to explain the special causality responsible for the formation, growth and inner organisation of living organism that could not be explained by Newtonian forces alone. Aristotelean Teleology: The view that some forces in nature have to be understood as ‘final causes’ such that the ‘idea of the whole’ is the cause for the production of something in nature or by human or divine activity.
