Abstract: This paper reports aspects of an empirical study of secure accommodation in child care undertaken prior to the Children Act 1989, and considers the extent to which the changes introduced under that Act will solve the problems identified. After briefly describing the introduction and expansion of secure accommodation the paper reports observations of secure accommodation applications in juvenile courts (N=37).
