With China’s significant role on pollution emissions and related health damage, deep and up-to-date understanding of China’s air pollution policies is of worldwide relevance. Based on scientific evidence for the evolution of air pollution and the institutional background of environmental governance in China, we examine the development of air pollution control policies from the 1980s and onwards. We show that: (1) The early policies, until 2005, were ineffective at reducing emissions; (2) During 2006–2012, new instruments which interact with political incentives were introduced in the 11th Five-Year Plan, and the national goal of reducing total sulfur dioxide (SO2) emissions by 10% was achieved. However, regional compound air pollution problems dominated by fine particulate matter (PM2.5) and ground level ozone (O3) emerged and worsened; (3) After the winter-long PM2.5 episode in eastern China in 2013, air pollution control policies have been experiencing significant changes on multiple fronts. In this work we analyze the different policy changes, the drivers of changes and key factors influencing the effectiveness of policies in these three stages. Lessons derived from the policy evolution have implications for future studies, as well as further reforming the management scheme towards air quality and health risk oriented directions.

Scholarship around questions of climate change adaptation is increasingly concerned with ideas of transformative adaptation and its governance through critical re‐evaluation of beliefs, values and associated institutions. For public policy sectors, the concept of transformative governance brings attention to their capacities for supporting and engaging in such governance. While much adaptation research and practice informs technical and structural understandings of these capacities (e.g., governance arrangements, learning systems and adaptation planning), most of this research (and practice) has ignored less formal, yet equally important dimensions of public administration and governance. Institutional scholarship highlights that dominant norms, beliefs, and philosophical ideas underpin how policy sectors structure their policy responses and engagement in governance. Discursive Institutionalism suggests that examining a sector's dominant discourse can provide insights into these “institutional logics”. This paper therefore argues that understanding a policy sector's institutional logics is a crucial part of working toward enabling transformative governance of adaptation. This argument is developed through a case study of the institutional logics operating in the fire management policy sector of Victoria, Australia, and the potential influence of these logics on that sector's capacities to engage in transformative governance. Findings suggest this sector's institutional logics may currently constrain its capacities to engage in transformative governance and highlight the need for greater attention to socioinstitutional dimensions of public administration to help catalyze transformative governance of (and for) adaptation.

At the close of the last millennium, prominent thinkers projected that the political systems of leading economies would converge during the coming years. Yet, research has shown that China and the United States have developed distinctive institutionalized governance processes (IGPs) to address environmental issues. Can these distinctive processes persist in turbulent times? In reality, the two countries seem to be decoupling in their economic ties and diverging in political pursuit. Under the current circumstances, what can we say about the ability of the two systems to meet emerging environmental challenges of the 21st century? We argue that neither system is likely to experience fundamental change during the foreseeable future. Current developments are highlighting differences between goal‐based governance strategies prominent in China and the rule‐based strategies of the United States. As the urgency of solving transcendent problems like climate change rises and political tensions grow, it is essential to work with divergent systems to address common problems.
