The article substantiates the relevance of the strategic approach to solve the problems of the innovative development; the author's definition of the strategy of the development of innovative processes is given; the place of strategic planning in the technological sequence of strategy development is determined. The structure of strategic planning documents developed at the federal and regional levels in the Russian Federation is presented. The structure of the sectoral documents of strategic planning of the Russian Federation is defined. A system of strategic planning in the field of crop production of the Pskov region, including the federal, interregional and regional levels, as well as general and sectoral documents is developed. The main priorities of the innovative development of crop production in accordance with the sectoral structure of the strategic planning documents of the Russian Federation are determined. The relevance of the choice of the strategic priorities in solving the problems of crop production of the Pskov region is formulated.

It is possible to ensure the country’s food security only with the sustainable development of the agricultural sector of the economy, which, in turn, is impossible without a transition to an innovative way of agricultural development. Consistent implementation of import substitution practices, improving the quality and increasing the volume of products in the long term will allow the domestic agro-industrial complex to reach a new level of its development, it is also possible only with the widespread introduction of innovative technologies and tools, thereby ensuring a high level of competitiveness of domestic agricultural products. At the same time, it is necessary to take into account the transformation of the agricultural sector of the Russian economy, which is taking place under the influence of increasing geopolitical risks, which should become a point of growth of the domestic agro-industrial complex, since, as practice shows, any economic crisis is replaced by economic growth subsequently. The aim of the study is to develop and test a methodology for determining the factors of sustainable development of the agricultural sector of the economy, based on the technology of data-mining and big-data analysis, and to conduct a subsequent assessment of trends in the identified factors.

Цель статьи состоит в раскрытии проблем финансирования продовольственной безопасности страны. Обоснована необходимость государственной поддержки сельхозпроизводителей. Обозначены проблемы производства качественной сельскохозяйственной продукции и рекомендовано продолжать политику импортозамещения на основе интенсивного типа производства сельскохозяйственной продукции. Установлены факторы, влияющие на повышение эффективности сельскохозяйственного производства. Предлагается совершенствование факторов производства, снижение доли расходов физического труда в стоимости произведенной сельскохозяйственной продукции. Предложено повысить эффективность сельскохозяйственной производства за счет внедрения современных научных разработок в области совершенствования сельскохозяйственной техники и применения современных технологий выращивания, хранения и переработки сельскохозяйственной продукции. Обоснована взаимосвязь неэффективности государственной финансовой политики и экономического отставания аграрного сектора российской экономики. Предложено формирование особого подхода к финансированию сельскохозяйственного производства, занимающегося решением вопросов продовольственной безопасности страны.
