In 2015, the Indonesian government announced that it would prohibit the operation of the so-called cantrang (Danish Seine). The stated purpose of the cantrang ban was to make marine fisheries more environmentally sustainable. In response, cantrang fishers along the north coast of Java staged mass protests, and after 3 years of negotiations and uncertainty, the government exempted the cantrang fleets on the Java north coast from the policy. This paper analyses fishers’ responses to the ban from a historical and ethnographic perspective. Specifically, it compares the cantrang ban to two earlier government interventions in the fisheries on the Java north coast, one in 1905, the second 1980/81. With each intervention, a new governance principle was introduced to small-scale fisheries, established elites transferred their capital elsewhere, and new elites emerged who supported the new principle locally. Since 2015, however, only very few members of the established elites have exited the cantrang fishery, and no members of a new local elite have emerged yet who would support sustainability as a governance principle for fisheries. The paper aims to clarify why this was the case. More generally, it suggests that understanding the history of fisheries governance on the Java north coast requires attention to the role of local elites, and therefore to social differentiations among fishers.

Banking is a financial service industry which have purpose to collect savings from their customers and distribute as loans, in order to execute their programs, they must reach their customers as wide as they can with their smallest unit called branch. Branch have a leader position which commonly called as branch manager and a non-leader position. Because their responsibility is to manage their customer's financial assets, an employee discipline is one of their important requirements. A consistent employee discipline can be a relatively good solution to maintain a business with risk. This research will provide an analysis of discipline which is formed by a motivation and a good vision which is communicated to a subordinates in a branch manager position bank wide.

Tulisan ini bertujuan menganalisis peluang dan tantangan pelibatan koperasi (KSP) dalam program KUR. Dengan menggunakan metode deskritif analisis, tulisan ini menunjukkan pelibatan koperasi membuka peluang terjadinya peningkatan jangkauan KUR untuk sektor produktif dengan distribusi yang lebih merata. Namun demikian, tulisan ini juga menekankan bahwa upaya pelibatan koperasi sebagai penyalur KUR perlu dilakukan secara hati-hati. KUR merupakan produk perbankan yang terikat dengan aturan-aturan microprudentials. Koperasi memerlukan periode penyesuaian agar memahami aturan-aturan KUR. Dari perspektif kebijakan, tantangan untuk melibatkan koperasi adalah kemampuan pemerintah dalam menyederhanakan dan mempercepat mekanisme pembayaran subsidi. Pemerintah juga perlu memiliki kriteria untuk memilih mana koperasi yang kompeten dilibatkan dalam program KUR. Tulisan ini merekomendasikan kriteria untuk menyeleksi koperasi didasarkan kepada. Pertama, memiliki struktur aset dan keuangan yang kuat. Kedua, memiliki pengalaman mengelola kredit mikro yang produktif. Ketiga, mampu mengembangkan SDM secara professional dan memiliki pengetahuan mengenai kredit mikro yang produktif. Keempat, mengembangkan infrastruktur IT (information and technology).
