Incidencia de la participación de víctimas en la implementación y ejecución de las iniciativas del pilar 8 en el municipio PDET de Ovejas, Sucre

Abstract

The municipality of Ovejas in the region of Montes de María has been historically affected by the internal armed conflict and the abandonment of the StateThe armed conflict made difficult to implement actions for territorial development and peace building; however, it is noteworthy the resistance and resilience of their inhabitants searching for peace trough organizational and participatory processes. Ovejas organized victims achieved through tenacity the materialization of effective participation to recover their rights lost due to the armed conflict, through the organizational processes of the Effective Participation of Victims Roundtables, EPVR or MPEV in Spanish, where they can advocate and influence public discourse and policies. The Final Peace Agreement established the importance of strengthening community participation in all of its points., In point one of the peace accord, integral rural reform, it mandates to implement the Development Programs with Territorial Approach (PDET) in that way. PDET participatory nature contributes to comprehensive reparation of the territories more affected by the armed conflict. This research seeks to understand and analyze how the process of victim's advocacy through their participation in Effective Participation of Victims Roundtables, EPVR to promote identification and implementation of PDET's eight pillar initiatives that contribute to Reconciliation, Coexistence and Peace Building in the territory. I will present in this text how state institutions haven't been able to guarantee useful participation through the Ovejas MPEV.
