The Indonesian governments developed the Upsus Pajale policy to achieve a goal and solve the problem of food self‐sufficiency. Rice, corn, and soybean were the main commodities in the plan of Upsus Pajale Policy implementation. UPSUS Pajale improve rice, corn, and soybean production for food self‐sufficiency. This study examined UPSUS Pajale policy implementation at the province, district, subdistrict, and farmer levels. This study examined rice growing in Banyuasin's tidal lowlands, Ogan Komering Ilir's swamplands, and East Ogan Komering Ulu's irrigated rice fields. The research method used a combination model of quantitative and qualitative (mixed method). Sampling data used purposive sampling. NVivo 12 software examined provincial, district, subdistrict, farmer interviews, and group discussions. Results affected typology management constraints differently. Production input costs were the most common issue. This study found that policy was differently implemented at various levels. It would be impacted to the success of the policy.

The Impact of Government Food Policy on Farm Efficiency of Beneficiary Small-Scale Farmers in Indonesia

Enhancing self-sufficiency and national food security have been strategic policy goals of the Indonesian government. From 2015 to 2019, a food policy program called Upsus Pajale had been implemented to provide input subsidies and extension assistants to farmers for three strategic commodities: rice, maize, and soybeans, to accelerate productivity and increase production. The study was done by interviewing 374 beneficiary farmers. The objectives were to explore production efficiency and the farmers’ perspectives on the policy programs. By conducting stochastic frontier production function estimation, the results show that the mean efficiency level was 0.866. This study revealed that land size, seed cost, and labor cost were found to be important determinants of technical efficiency. In addition, the results of the inefficiency model indicated that age and farmers’ associations had a significant and positive effect on efficiency scores, whereas education had a negative effect. Contrarily, none of the policy program instruments appear to be essential determinants of efficiency. Furthermore, the research found that farmers prioritized their habits and profitability when deciding which crop to cultivate and that pests were their main concerns. Hence, the government should focus on enhancing research and development for improved seedling pest management control and encourage the establishment of farmers’ association to share experience and transfer information and technology for farmers to improve their efficiency.

The government has provided a lot of assistance to increase rice productivity. However, studies in this area are still rare. This study aims to determine the level of technical efficiency of various types of agricultural machinery assistance and subsidised fertilisers for rice productivity. The study method used is stochastic frontier analysis at the provincial level based on realisation data of government assistance in 2017–2021 on rice productivity for 2018–2021. The technical efficiency value of rice productivity in 2018–2021 has been efficient. The technical efficiency average is 0.82 and decreased by 0.44% annually. The variables that have a significant effect are subsidised nitrogen fertiliser, subsidised phosphorus fertiliser, small combine harvesters (CH), vertical dryers (VD), and small and medium-scale rice milling units (RMU). Subsidised nitrogen fertilisers and medium-scale RMU are significant with a positive sign, while phosphor, small CH, vertical dryer, and small-scale RMU are significant with a negative sign. Based on the results, increasing rice productivity can be carried out by adding nitrogen fertiliser assistance, increasing medium-scale RMUs, reducing phosphorus elemental fertilisers, not adding VD (unless integrated with medium-scale RMUs), and small CH due to no longer being effective in increasing rice productivity.
