The contemporary supply chains in which container ports logistics operate are characterized by increased uncertainties driven by a range of factors such as socioeconomic factors and changing supply chain strategies in response to market dynamics. Recently, the occurrences and effects of these factors on global economic activities, and thus container port logistics, have been intensified by the COVID-19 pandemic. Enabling flexibility in port logistics is more important than ever to navigate uncertainties, now and in the post-COVID-19 world. This paper seeks to develop a conceptual framework to holistically capture different dimensions of container port logistics capacity. A systematic literature review method is employed to formulate a conceptual framework depicting the structure of various elements of capacity and the interplay among the logistics triad of transport carriers, port operators, and logistics service providers whose interactions and service capacities constitute the overall capacity of the system. The study reveals four dimensions of port logistics capacity, namely seaside interface, platform, landside interface, and system-wide, each of which consists of subelements that can be distinguished into static or adjustable. The proposed framework provides insights corresponding to the logistics triad roles and interactions within the system for understanding uncertainty characteristics, assessing various elements of capacity, and identifying potential levers to build flexibility into these interrelated capacity elements.

Despite the number of sailings canceled in the past few months, as demand has increased, the utilization of ships has become very high, resulting in sudden peaks of activity at the import container terminals. Ship-to-ship operations and yard activity at the container terminals are at their peak and starting to affect land operations on truck arrivals and departures. In response, a Truck Appointment System (TAS) has been developed to mitigate truck congestion that occurs between the gate and the yard of the container terminal. The vehicle booking system is developed and operated in-house at large-scale container terminals, but efficiency is low due to frequent truck schedule changes by the transport companies (forwarders). In this paper, we propose a new form of TAS in which the transport companies and the terminal operator cooperate. Numerical experiments show that the efficiency of the cooperation model is better by comparing the case where the transport company (forwarder) and the terminal operator make their own decision and the case where they cooperate. The cooperation model shows higher efficiency as there are more competing transport companies (forwarders) and more segmented tasks a truck can reserve.

The paper presents a structural model of the risk of failure to achieve the strategic goal of a cargo port, supplemented by several levels of consideration. The model of scenarios of all existing significant risks is developed. The hybrid logical-probabilistic model, the cascade logicalprobabilistic model and the multi-level cascade hybrid LP-model of the risk of failure to achieve the main strategic goal of the port are proposed. The main idea is to link together the technology of formalizing risks using the constructed logical and probabilistic models and simulation modeling, the interpretation of the results of which is possible using LP-models and scenarios. The proposed models allow to carry out a comprehensive analysis of the risk of failure to achieve the strategic goal of a cargo port based on the scenario formalization of risks of various management levels, as well as to simplify the process of interpreting the results of simulation modeling taking into account external factors of influence. Complex using of all this models allows to develop timely informed management decisions.
