Social assistance as a field of research: Challenges and opportunities Trond Erlien SAMMENDRAGArtikkelen diskuterer forskning på sosialhjelpsordninger de siste tiår. I et komparativt perspektiv er sosialhjelpen kjennetegnet ved større variasjon enn andre sosialpolitiske ordninger. Dette gjør sosialhjelpen til et utfordrende objekt for komparativ forskning. Artikkelen peker på to problemer i forskningen når det kommer til å forstå de siste tiårs reformer. (1) Sosialhjelpen har gjennomgått endringer som følge av den såkalte aktiveringslinjen i sosialpolitikken. Samtidig har sosialhjelpen blitt utsatt for endringer av organisatorisk art, som følge av nye styringsideal og et generelt effektivitetspress i offentlig sektor. Dette betyr at sosial-og styringspolitiske motiv veves sammen på nye måter og artikkelen argumenterer for at få bidrag tar høyde for dette. (2) Aktiveringslinjen har utvilsomt satt sine spor i sosialhjelpen. Samtidig er aktivering et politisk moteord som kan brukes for å gi sosialhjelpen en ny retorisk innpakning, mens den som institusjon er blitt endret i mindre grad. Artikkelen peker på, at mens forskningen på sosialpolitikk generelt viser større interesse for politisk språkbruk, er dette en mangelvare i studier av sosialhjelpen ABSTRACT This article examines research on social policy reform and in particular, social assistance schemes; and points to specific problems: (1) Programs of social assistance have undergone dramatic change in recent years, particularly as a consequence of activation policies. At the same time, administrative reforms have changed the face of social assistance, in terms of how the policies are implemented and organized. Consequently, policy reforms and administrative reforms have become entangled in new ways, making it harder to distinguish how and why institutions are changing: something few researchers have noted and analyzed. (2) While there is no doubt that activation policies have changed some schemes, activation is at the same time a political buzzword used to reframe politics, possibly leaving the institutions intact. While there has been a general increase in contributions analyzing social policy concepts and language, social assistance as a field of research is suffering from the lack of such contributions.

One of the most exciting developments in Canadian federalism has been the emergence of Aboriginal self-governing regions. This paper constructs a theoretical framework for exploring the evolution of intra-jurisdictional relations in the self-governing Inuit regions of the Canadian Arctic. Intra-jurisdictional relations in these regions are characterized by a unique set of relationships between elected governments and organizations that represent the beneficiaries of land-claims agreements. Using the literature on historical institutionalism, we argue that the nature of Inuit intra-jurisdictional relations following the establishment of self-government can be explained by the institutional choices made prior to the signing of land-claims agreements and/or self-government agreements. To illustrate the potential of our framework for analysing Inuit intra-jurisdictional relations, we briefly examine the experiences of Nunavut, an Inuit-dominated region and the newest territory in the Canadian federation.

This paper advances our understanding of policy formulation, exploring how the particular institutional dynamics between the transnational and national levels of enterprise policy-making affect policy choices made by governments and consequently their outcomes. The paper argues that policy development occurs within a framework of dominating assumptions on enterprise, influential academic/policy communities and lesson-drawing from other countries' experiences, which have led to a privileging of the transnational when making policy choices. Empirically, the paper draws on a post-socialist country case -Albania, and uses interviews with policy actors and documentary data from national governments and international organisations. The paper explores the dynamics involved, and the actors that shape, policy formulation and makes two contributions to the literature. First, it provides a conceptual framework on how to analyse policy formulation, extending recent work on the link between policy formulation and the intended outcomes of policies. Second, it offers a more nuanced conceptualisation of enterprise policy formulation, arguing that policy formulation reflects the changing configurations of ideas, policy tools and resources, and actors involved in the process.
