Societies are entering the age of technological disruption, which also impacts governance institutions such as parliamentary organizations. Thus, parliaments need to adjust swiftly by incorporating innovative methods into their organizational culture and novel technologies into their working procedures. Inter-Parliamentary Union World e-Parliament Reports capture digital transformation trends towards open data production, standardized and knowledge-driven business processes, and the implementation of inclusive and participatory schemes. Nevertheless, there is still a limited consensus on how these trends will materialize into specific tools, products, and services, with added value for parliamentary and societal stakeholders. This article outlines the rapid evolution of the digital parliament from the user perspective. In doing so, it describes a transformational framework based on the evaluation of empirical data by an expert survey of parliamentarians and parliamentary administrators. Basic sets of tools and technologies that are perceived as vital for future parliamentary use by intra-parliamentary stakeholders, such as systems and processes for information and knowledge sharing, are analyzed. Moreover, boundary conditions for development and implementation of parliamentary technologies are set and highlighted. Concluding recommendations regarding the expected investments, interdisciplinary research, and cross-sector collaboration within the defined framework are presented.

Lembaga pemerintah perlu beradaptasi dengan berbagai teknologi yang berkembang pada Revolusi Industri 4.0. Tidak hanya dalam aspek teknis, namun aspek sosial dari pemanfaatan teknologi harus dapat dimunculkan sehingga mampu meningkatkan kualitas hidup manusia yang berkelanjutan. Society 5.0 hadir sebagai konsep yang dinilai mampu memunculkan sisi humanis dari penggunaan teknologi pada Revolusi Industri 4.0. E-government dinilai memiliki relevansi dengan society 5.0 dimana pemanfaatan teknologi ditujukan untuk kemaslahatan warga negara. Penelitian konseptual ini bertujuan untuk memberikan gambaran mengenai peran e-government dalam mendukung terciptanya society 5.0 melalui aspek keberlanjutan ekonomi, sosial, dan lingkungan. Metode yang digunakan untuk mengumpulkan data penelitian adalah tinjauan literatur dan teknik analisis data melalui pendekatan kualitatif. Hasil penelitian menunjukkan bahwa e-government mampu mendukung keberlanjutan baik dari aspek ekonomi, sosial maupun lingkungan. Dari aspek ekonomi, e-government memunculkan efektivitas dan efisiensi terhadap kinerja organisasi sehingga suatu pekerjaan yang bervolume besar dapat dilakukan secara cepat dengan menggunakan sumber daya yang seminimal mungkin. Adapun dari aspek sosial memungkinkan publik memiliki akses yang sama untuk mendapatkan layanan publik yang berkualitas. Dari aspek lingkungan, e-government dinilai mampu untuk mendukung berbagai program yang berkaitan dengan pelestarian lingkungan. Kerangka konseptual turut dibangun untuk memberikan abstraksi mengenai peran e-government dalam mendukung society 5.0.

While the public sector traditionally lags behind business in innovation, significant changes are anticipated with the broad diffusion of so-called disruptive technologies. The use of such technologies in public service, along with possible benefits, need to be well researched, and challenges be carefully discussed, analysed and evaluated. This paper applies scenario-based science and technology roadmapping to identify research and training needs in the implementation of disruptive technologies in public service. 70 experts reviewed 13 future scenarios and derived a number of research and training needs regarding internet of things, artificial intelligence, virtual and augmented reality, big data and other disruptive technologies. The identified needs serve as a starting point for a broader and more informed discussion about how such new (disruptive) technologies can be successfully deployed in the public sector - leveraging the benefits of these technologies while at the same time constraining the drawbacks affiliated with them.
