Background. COVID-19 showed similar and overlapping symptoms compared with seasonal influenza. It is difficult to distinguish them, especially in the early stage of the outbreak. The confluence of the two diseases might result in considerable morbidity, it is doubtful that whether COVID-19 had already affected the morbidity of influenza earlier than the first report.Methods. We conducted Kolmogorov-Smirnov Test and Kruskal Wallis Test to discover seasonal and regional distributions of influenza and COVID-19. Cluster analysis was utilized to explore possible influence factors. Spearman Test was carried out for analyzing correlations between the two diseases. We employed Arima Model to predict time series of WMI. We proved differences between the forecasted and the original time series of influenza from 2019 to 2021 by Mann-Whitney U Test. Then we observed first abnormal peaks on the time series, tracing back to the onset of COVID-19 affecting influenza compared with the first-report time.Results. WMI and WMC varied significantly in four seasons, five continents and the ten selected countries. Cluster analysis divided the data into two groups according to country, continent, population and morbidity. WMI of China, Israel, Honduras, Morocco and Nigeria were correlated with WMC. The forecasted and the original time series of influenza from 2019 to 2021 were significantly different. Compared with the forecasted one, some abnormal peaks firstly appeared on the original time series of influenza around Dec.31st, 2018 on Austria, Norway, Morocco and Nigeria, Jan.28th, 2019 on South Africa, Apr.8th, 2019 on Marshall Islands, Jul.7th, 2019 on America, Sep.30th, 2019 on China and Israel, Mar.11th, 2020 on Honduras.Conclusions. Winter and autumn were the high incidence season for influenza and COVID-19, respectively. Oceania and Americas owned the highest incidence rate for these two diseases. Human immunity, continents, countries’ policies and population were possible influence factors. Only in Honduras, the first reported COVID-19 case happened concurrently with the abnormal value of the ILI. And in the rest of the included countries, COVID-19 might happen earlier than its first reports. Among these regions, COVID-19 might firstly affect Africa in the first week of 2019.

This study aims to examine social justice and human rights from the government’s perspective to promote Sustainable Development as well as from an agricultural perspective. This research method is qualitative research with literature study. literature study is carried out to find out various distances or findings that have not been found in previous research as a comparison in conducting current research. The literature findings show that some of the main topics appear most frequently based on data from Scopus, vosviewer and Nvivo12 plus. The results of this study of Global Governance of Human Rights with a total of 78 documents, but it is not comparable to the reality on the ground; namely, there are still many cases of human rights, racism and conflicts between black and white groups. Second, Global Human Rights Governance has an important role in the methodology of human rights analysis. From the perspective of global governance, the concept of sustainability is correlated with the idea of human rights such as the emergence of development in rural communities’ agricultural land which causes changes in their livelihoods as farmers which affect the economy and the surrounding environment. In the concept of SDGs, justice is one of the concepts that is of concern to the government that must be developed through a governance approach

Indonesia confirmed its first coronavirus disease 19 (COVID-19) case on 2nd March 2020, when other countries have already reported several numbers in the previous month. This study aimed to explore the risk perception of Indonesians in the early stage of the COVID-19 outbreak. This cross-sectional study was conducted among 495 participants using a web-based questionnaire. Primary data were collected from 3rd to 27th March 2020 including the perceived severity, vulnerability, threat, self, and response efficacy of the participants. The results showed that the perceived threat of the outbreak in its early stage is the second highest compared to other diseases. The perceived severity among the participants was high. However, they had a low vulnerability. Those in the middle region showed a higher level of self and response efficacy. Meanwhile, people who work as private sector employee (β=0.146, p=0.004), live in the western region (β=-0.184, p=0.000), with a higher knowledge score (β=0.096, p=0.032) had a higher perceived threat. These results found those who had high knowledge, was also had higher perceived risk. The most important of these studies have determined various factors related to risk perception, thus it could be good preliminary evidence for public health authorities to arrange an effective way for epidemic control.
