Abstract:While much effort has gone into studying the causes and consequences of water scarcity, the concept of water abundance has received considerably less attention in academic literature. Here, we aim to address this gap by providing a case study on the perceptions and political implications of water abundance in the Brazilian state of Mato Grosso. Combining a political ecology perspective on contemporary water governance (empirically based on stakeholder interviews with members of the state's water sector) with an overview of the environmental history of this hydrosocial territory, we argue, first, that water abundance has become a foundational element of Mato Grosso's identity, situated in the wider context of natural resource abundance more generally and second, that water abundance today is a contested concept witnessing discursive struggles around its political implications and meaning. More specifically, there is a clash between the dominant conceptualisation of water abundance as a foundation for rich economic, ecological, social, and cultural values and benefits, often espoused by members of the political and economic elite, e.g., for marketing purposes, and a more critical but less widespread conceptualisation of water abundance as a source of carelessness, lack of awareness, and poor water governance, typically put forth by more informed technical staff of the public sector and civil society activists. By providing a distinct treatment and discussion of the concept of water abundance, our research has relevance for other water-rich regions beyond the immediate regional context.

The objective of this study was to evaluate water seasonality in the process of granting permits and the impact of irrigation in the Dourados River basin. For that, the hydrological behavior of the basin was analyzed. The minimal streamflows (Q7,10 and Q95), irrigation withdrawal flow (Qr) and the percent variation of the grant flows relative to monthly seasonal period in relation to the monthly withdrawal flow were obtained. The results allowed to verify that using criteria based on the monthly streamflow allows for better management of water use, because it allows for greater utilization of this resource in times with high water availability and imposes a realistic restriction during critical periods. The average annual water withdrawal for irrigation in the basin during the studied period was on the order of 2.99 m3 s-1, and the withdrawal flow in the month of highest demand (August) was 5.95 m3 s-1.

Os Comitês de Bacias Hidrográficas (CBHs) são órgãos colegiados que possibilitam a participação de diversos atores da sociedade na gestão dos recursos hídricos de modo a discutir, mediar e resolver conflitos pelo uso da água. Neste sentido, este trabalho tem por objetivo realizar um diagnóstico sobre a gestão dos recursos hídricos em Mato Grosso com foco na atuação dos comitês de bacias hidrográficas estaduais. O procedimento metodológico consistiu no levantamento de documentos oficiais pertinentes ao assunto. Como resultados, são apresentados o Sistema de Gestão de Recursos Hídricos de Mato Grosso, quantos e quais são os CBHs instituídos e em funcionamento, quais foram os temas mais debatidos, os principais conflitos e ações preventivas frente as incertezas climáticas. Conclui-se que as ações desenvolvidas por este órgão colegiado contribuem para a gestão participativa e descentralizadas, porém ainda são incipientes no contexto estado, mas não exercendo efetivamente seu papel consultivo e deliberativo.
