Conceptually, the degrees of spatial and functional integration and urban complementarities in economic network relations are hypothesised to be important. However, the theoretical economic rationale has not been convincingly tested. In this paper, we use data on inter-firm relations in the Dutch Randstad to test conditions for integration and the existence of economic complementarities within this region. Contrary to the "polycentricity hypothesis", we observe a clear hierarchy in the different types of spatial interdependencies in the Randstad, in which the central place model prevails. Furthermore, we do not find evidence for the functional integration of municipalities in the Randstad. We conclude that at this moment the Randstad does not function as a spatially and functionally integrated region, and that spatial economic policy can better focus on smaller regions within the Randstad when urban economic complementarities and integration are desired. This also calls into question the applicability of the urban network concept in general, as the Dutch Randstad is usually seen as a prime example of an economically successful polycentric urban system.

Polycentric development is a widely-used term both in academic research and in the normative agenda. However, its theoretical foundations and economic implications are still unknown and the concept of polycentricity still does not have a shared definition, or a shared measurement method. The aim of this paper is twofold. Firstly polycentricity is defined and measured at a NUTS 2 regional level, by comparing functional and morphological methods. Secondly, in the light of the role assigned to polycentric development in terms of policy, the paper investigates the relationships between the degree of regional polycentricity and the key economic variables of performance -namely competitiveness, social cohesion and environmental sustainability. The main finding was that functional and morphological methods led to similar results. In addition, a correlation was found between polycentricity and a more unequal income distribution and a higher level of productivity, especially when polycentricity was measured in functional terms. No stable correlations were found between polycentricity and measures of environmental sustainability, such as land consumption and greenhouse emissions.

Because of their compact layout and functional connection, Radovljica and Lesce function as a settlement cluster. Radovljica in Lesce zaradi strnjene lege in funkcijske povezanosti delujeta kot eno -stično naselje. We defined central settlements based on services of general interest and the population of an individual settlement, and developed the analysis further by using competitiveness indicators. We defined 360 central settlements at six levels of centrality, among which the significance of Ljubljana as a national center of international importance and the significance of intermunicipal, local, and rural centers are increasing. The significance of certain regional centers at the second and third levels of centrality is decreasing. The level of services of general interest supplied to Slovenian territory is relatively appropriate, but it should be improved by promoting competitiveness, especially in centers of national and regional importance.
