Food security is increasingly influenced by multilateral trade systems and foreign trade policies implemented by national governments. Many of them are now concerned about the sustainability of food supply and the vulnerability of domestic food markets to price volatility, and seek to support domestic producers and protect themselves from increasing food imports. Such restrictions improve food self-sufficiency, but decrease food security. It is important to understand any changes that may have occurred in the food consumption pattern due to trade protectionism and to observe any nutritional implications of these changes. This paper employs the rational food security (RFS) assessment approach, which differentiates sources of food supply on the domestic market, assesses the influence of agricultural and trade frameworks on food consumption patterns, and complies consumption with the appropriate food intake threshold. In the case of Russia, the study demonstrates that the conventional consumption approach to self-sufficiency (FSCA) underestimates the food insecurity level by not accounting for nutrition factors. In addition, the gap between the FSCA and the RFS increases in times of protectionist trade policy and decreases when the agricultural and trade policy framework turns to liberalization. The paper concludes that trade protectionism challenges the sustainability of food supply by decreasing food availability and quality of food products, causes dietary changes, and threatens the food security of the country.

-Improving the competitiveness of the country and regions' agriculture is a solution to the problems of its further development. It should be noted that a sustainable and stable development of agriculture can be achieved only through the government support measures implementation. Insurance premiums State subsidization is the financial instrument, which does not contradict the World Trade Organization requirements. At present, the State-supported agricultural insurance conditions do not provide adequate interest among agricultural producers. The article is devoted to consideration of major aspects of agricultural insurance in the context of global transformations. We determined the reducing demand for Statesupported agricultural insurance and made an attempt to systematize the causes behind this phenomenon. The study of indicators of agricultural insurance in the Volgograd region was carried out using time series analysis. Special attention is given to a new instrument in agricultural insurance such as a "unified" subsidy. The result of destabilizing conditions in the organization of the system of agricultural insurance in the context of granting subsidies was a radical deterioration in the market. The unadapted subsidy system has resulted in substantial agricultural insurance volumes fall. The main problems in the allocation of subsidies from the federal budget to the regions are identified. We have considered a plausible course of agricultural insurance development.

Methodological approaches to assessing food security of special consumers

Food supply for special consumers is the most dynamic subsystem of the system of procurement for power ministries and departments. In modern conditions, its functioning should take into account the peculiarities of the organizational structure of units and the nature of the tasks performed. The aim of the study is to systematize the existing methods for assessing the food security of the region and develop a methodological approach to assessing the food security of special consumers. As a result of the analysis of the existing methods for assessing the level of regional food security, conclusions were drawn about the absence of a single universal methodology for assessing food security, a variety of criteria and assessment indicators, the impossibility of unification, and comparative analysis by territories in accordance with their specificity and zoning. A conceptual diagram of an integrated assessment of the level of food security of special consumers is proposed.
