This article describes acceptance or rejection of the adoption of innovation in the using and utilization of a computer-assisted information system by knowing and revealing the dominant independent variables. They are (X1) as performance expectation, (X2) as business expectation, (X3) as social factor and (X4) as facility condition factor to dependent variable (Y) as attitude of information system operator. Quantitative approach correlationally with regression analysis method is applied with the population 134 respondents who came from the Local Government Device Unit (SKPD) of Solok City Government. The cluster random sampling technique was employed with 44 respondents. This activities were conducted from November to December 2015. The Likert scale has been implied to measure a individual behavioral toward something with questionnaires. The results indicates, all the independent variables had a positive influenced on the operator attitude as the user of the information system and the degree of achievement is quite well. KATA KUNCI PENDAHULUANMelesatnya teknologi informasi dan komunikasi telah membuat cara kerja seseorang telah berubah. Keberfungsian yang baik dari laju teknologi informasi dan komunikasi tersebut bagi orang dewasa dituntut agar mampu bertahan dan senantiasa senang untuk terus belajar. Meskipun begitu, segelintir orang dan juga lembaga kurang tanggap pada pergeseran kebiasaan, kebutuhan, bahkan budaya.Banyaknya kendala yang terjadi ketika pekerjaan sedang dilakukan dengan inovasi, seperti teknologi informasi menjadi alasan yang kuat untuk mengabaikannya [1]. Penelitian terkait perilaku seseorang terhadap penggunaan teknologi informasi seperti mobile commerce dari aspek kepercayaan dan resiko penerapannya telah dilakukan [2]. Penggunaan dari teknologi komunikasi dengan segudang manfaatnya, tidak serta merta menjadikan institusi sukses dalam penerapannya. Terdapat banyak proyek dalam upaya perubahan sistem telah mengalami kegagalan [3]. Perilaku pemakai dalam hal adopsi sistem baru yang telah berjalan, dapat diobservasi dari sikap dan dapat diketahui dari persepsi mereka terhadap teknologi tersebut [4].Perubahan cara kerja dari sistem manual menjadi sistem yang berbasis pada teknologi informasi [5]membuat para pengguna tidak mudah melakukan koreksi jika terjadi kesalahan [6]. Server sering error/down pada saat banyak terjadi transaksi atau pada saat jam sibuk (jam kerja) [7]. Lamanya penanganan permasalahan yang timbul dari sistem merupakan permasalahan lain yang dihadapi pengguna aplikasi.Dari beberapa keluhan akibat permasalahan yang muncul, diduga disebabkan oleh penerapan sistem informasi berbantuan komputer kurang sesuai dengan harapan/ekspektasi pengguna [8]. Pengguna (user) merupakan unsur utama yang menentukan keberhasilan suatu sistem [9].Walaupun begitu, inovasi teknologi baru akan mampu memberikan profit bagi suatu organisasi. Purpose- The aim of this study is to assess the factors limiting the full-scale adoption of process and product innovation by construction organizations in Nigeria with a view to suggesting probable ways of eliminating them Design/Methodology- The study adopted a questionnaire survey approach in which data were collected from the participants using simple random sampling techniques in the study area. Frequency, percentage, mean item score, and Independent sample T-test was used to analyze the gathered data. Findings- It was found that poor funding, poor support and commitment from management, fragmented nature of the construction business, poor coordination and communication among project participants, lack of qualified and experienced staff and the unwillingness of clients to pay for innovative ideas are the factors limiting innovations in construction. Practical Implications- The outcome of this study will give the management of construction-based organizations an insight into the major limiting factors of innovation, so that appropriate strategies for overcoming them could be developed at the conception stage of construction projects.
