A rich academic understanding of the relation between e-governance and sustainable development is crucial for studying the current ‘twin transition’, i.e. the connection between the digital and sustainability transition. An analysis of current literature highlights that there is a strong emphasis on the question how e-governance can be an instrument for realizing sustainable development. This research is important but does not cover all relevant problem areas. Our conceptual analysis extends the dominant focus on the digital and sustainable transitions to include destructive connections – the environmental costs of e-government – and an institutional perspective on e-governance. Developing multiple perspectives on the twin transition is crucial since the current, seemingly unconditional, faith in the power of technology, may hamper a fundamental debate on the contribution of e-governance to sustainable development. This paper concludes with a research agenda that stresses the need to study three key issues: (1) green e-governance as mitigating the environmental costs of e-governance, (2) e-governance as a barrier for the sustainability transition, and (3) the ecology logic as a basis for shaping the twin transition.

<p>Taking into consideration the rise of Industry 5.0 (I5.0), more and more solutions are being developed, aiming towards increased environmental consciousness through advanced technologies, and human centricity. Digital Product Passports (DPPs) constitute a novel technological solution that can enable the transition toward a digital Circular Economy (CE) and sustainable I5.0, as digital identities that are assigned to physical products, capable of tracing their lifecycles through data such as their technical specifications, usage instructions, and repair and maintenance information. Although the respective research community has started providing a thorough analysis of DPPs potential to constitute a CE enabler, their technical requirements are still unclear. As part of our contribution to this issue, we propose a fundamental CE framework with integrated DPP characteristics, capable of being adapted in different sector stages for the generation and distribution of DPPs both for stakeholders and consumers. The corresponding solution is further supported through a systematic literature review that follows a technological approach to the DPPs implementation.</p>

Study on a framework for a customs administration to transitioning to circular economy (CE) is limited. This study aims to propose framework for customs’ transition to circular economy (CE) by modifying high-level framework for green customs with element of policy interventions. The policy intervention is intended to overcome the identified circular economy capabilities gap. By using this modified framework, this study identifies possible policy intervention needed by customs administration to accelerate its transition to CE. The design science research (DSR) approach was followed to develop the framework. Interview were conducted to provide evaluation on the framework; to provide description on current state of circularity in customs business processes; and to provide information needed to identify capabilities gap. This paper suggests several policy interventions, namely: raising the awareness on CE internally and externally; developing roadmap for customs’ transition to CE; enhancing data exchange via national single window; revisiting regulation on bonded recycling zone to attract business. The limitation of policy intervention suggested is regarding its practical implications. Further consultation and discussion with expert on customs and CE is needed to evaluate the feasibility and practicality of the policy interventions proposed.
