Municipalities may have various motives for decisions on the mode of their task execution. Empirical studies -based on both public choice and transaction costs theory -have not yet provided a fully comprehensive explanation for municipal contracting out decisions. Therefore, we held interviews with Dutch municipal managers about the motives for the actual mode of service provision. This study provided the opportunity to investigate the relevance of motives on contracting out, to explore of additional motives and to test these statistically. As we find, municipalities do not regularly evaluate the service provision of their activities. Only in case of structural underperformance, municipalities consider a change of service provider, and then, the efficiency motive is most relevant. However, we conclude that institutional motives -as the stability of service provision -are relevant for contracting out decisions as well.

Nowadays, in times of persisting national budget deficits, issues of corporate finance for state-owned enterprises become a hot topic. This paper explores why the state postal agency/company should rely in outsourcing as a major method to control costs to achieve sustainable financial viability. The paper also explores the link between institution factors and the contracting decisions by using the Value-Institutions-Market (VIM) framework on the federal business data, with a focus on the period of 1995-2007 (where data is available). The overarching question of the study is how the USPS outsourcing decisions were affected by changing business environment. The finding is that at the macro level, contracting is a potential strategy to cut costs for the USPS, as well as for other public agencies and enterprises. However, the degrees the USPS can rely in outsourcing is largely framed by institutions factors, that changes in this category affect the magnitude of contracting.

Social Security Privatisation in the UK: a means to whose end?

This paper investigates how privatisation trends have affected the right to social security in the UK since 1979. Privatisation has regularly been posited as a solution to more efficiently and effectively target public services. However, the procedural effects of social security privatisation have been the opposite, with increased social spending accompanied by poorly targeted provision. Those able to wield democratic influence and consumer interests over legislative entitlement have disproportionately benefited from increased social security efforts. This paper illustrates that a confluence of factors affect the right to social security within and beyond substantive privatisation processes. Whilst the, albeit gradual, diversification of social security has proven critical, the principles underpinning such developments have proven far more significant in informing and threatening the right to social security for those who most need it.
