Evaluation of an unconditional cash transfer program targeting children’s first-1,000–days linear growth in rural Togo: A cluster-randomized controlled trial

Abstract: Background In 2014, the government of Togo implemented a pilot unconditional cash transfer (UCT) program in rural villages that aimed at improving children’s nutrition, health, and protection. It combined monthly UCTs (approximately US$8.40 /month) with a package of community activities (including behavior change communication [BCC] sessions, home visits, and integrated community case management of childhood illnesses and acute malnutrition [ICCM-Nut]) delivered to mother–child pairs during the first “1,000 da… Show more

“…One RCT, deemed high-quality, that trained local Tanzanian women and farmers to deliver agricultural education to households as well as them receiving seedlings found significantly improved infant dietary diversity and food insecurity (72) . A intervention graded medium quality that delivered behaviour change communication and unconditional cash transfers to mothers in Togo improved household food security (61) . Interventions graded medium quality that included nutrition education and cooking demonstrations increased diet diversity scores of women and children in Ethiopia (42) and South Africa (88, 89) .…”

“…All are hypothesised to change motivations (28) . Providing incentives, which include cash transfers and food vouchers, has been found to improve health outcomes, probably because it increases household disposable income allowing families to spend more money on food (61, 107) . This is particularly significant in improving outcomes in the poorest communities.…”

“…While related studies on UCT’s have collected baseline and endline data by traveling to participants’ homes 22 , we collected data in a lab setting to maximize the number of participants that we could recruit and to minimize the costs associated with data collection by reducing commutes to participants’ homes. Indeed, research on UCTs has noted the high costs of collecting follow-up data in participants’ homes, especially in longitudinal studies where participants frequently move, which was the case in our study population of interest 61 , 62 .…”
