Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Even though they offer different perspectives, they are complementary works in—and already essential for—delineating and understanding the phenomenon of therapeutic communities in Brazil.

O estudo teve por objetivo caracterizar as ações e atividades voltadas para a reinserção social de dependentes químicos residentes em comunidades terapêuticas. Foram avaliadas 43 comunidades, localizadas no estado de Goiás, com a utilização de um questionário semiestruturado. Os dados foram analisados por meio de estatística descritiva e os resultados apontaram que essas comunidades apresentam mecanismos de preparo do residente para a alta terapêutica e encaminhamento ao mercado de trabalho. Entretanto, desenvolvem poucas atividades para a inserção no mercado de trabalho. O envolvimento da família no tratamento dos residentes é estimulado com visitas e atividades conjuntas. Conclui-se que embora o trabalho das comunidades seja relevante, ainda carece de ajuda de políticas públicas de assistência social que contribuam com a reinserção desses indivíduos na sociedade.

Resumo: Introdução: Os últimos 20 anos têm sido profícuos na regulamentação legislativa do processo da Reforma Psiquiátrica, proporcionando a edificação de equipamentos voltados a aliar acompanhamento clínico comunitário a propostas de inclusão social de sua população alvo. Para tanto, a prerrogativa do trabalho em rede torna-se imprescindível. Nesse panorama, o Departamento de Terapia Ocupacional da Universidade Federal do Paraná, em parceria com uma associação de Curitiba, vem desenvolvendo um Grupo de Convivência enquanto dispositivo de atendimento para pessoas com transtorno mental. Objetivos: É intenção do artigo analisar alguns dos desafios para a prática do trabalho em rede, tendo como fundo argumentativo a experiência de condução do grupo e relatos de seus participantes. Métodos: Para alcançar os objetivos propostos, apresenta-se aqui o resultado da congregação de duas aproximações metodológicas: relato de experiência de três anos de condução do grupo e pesquisa qualitativa de caráter exploratório. Utilizaram-se, como técnica de coleta de dados, entrevistas não estruturadas focalizadas com 11 usuários do grupo e a análise dos dados foi efetuada por meio da análise hermenêutico-dialética. Resultados e conclusão: Pôde-se observar a necessidade de trabalho conciso e contínuo junto aos usuários, tecido em parceria com serviços envolvidos em seu encaminhamento e acompanhamento. A garantia dos direitos sociais básicos mostra-se imprescindível para a efetividade da inclusão social desses indivíduos.
