A lot of scientific literature in the world is devoted to the returns-to-scale (RTS) evaluation of production units. Kerstens and Vanden Eeckaut were the first who considered the notion and evaluation of RTS for nonconvex Free Disposal Hull (FDH) models. Their methods are based on the comparison of the radial efficiency scores of a production unit in the FDH model and the corresponding non-increasing and non-decreasing RTS reference models. At the same time Cesaroni, Kerstens and Van de Woestyne noted the absence of papers in the world literature devoted to methods of frontier visualization in nonconvex models. In this paper, we developed methods for visualization of production function of nonconvex models and of the corresponding non-increasing and non-decreasing models. Our approach of frontier visualization can be used for decision making based on nonconvex models, it allows us to evaluate RTS for FDH models. Our results are confirmed by computational experiments in applications with real-life data sets.

Technical efficiency in texas nursing facilities: A stochastic production frontier approach

A rapidly aging U. S. population is straining the resources available for long term care and increasing the urgency of efficient operations in nursing homes. The scope for productivity improvements can be examined by estimating a stochastic frontier production function. We apply the methods of maximum likelihood and quantile regression to a panel of Texas nursing facilities and infer that the average productivity shortfall due to avoidable technical inefficiency is at least 8 percent and perhaps as large as 20 percent. Non-profit facilities are notably less productive than comparable facilities operated for profit, and the industry has constant returns to scale (JEL I11, L89, D12).

Decomposing Cost Efficiency in Regional Long-term Care Provision in Japan

Many developed countries face a growing need for long-term care provision because of population ageing. Japan is one such example, given its population's longevity and low birth rate. In this study, we examine the efficiency of Japan's regional long-term care system in FY2010 by performing a data envelopment analysis, a non-parametric frontier approach, on prefectural data and separating cost efficiency into technical, allocative, and price efficiencies under different average unit costs across regions. In doing so, we elucidate the structure of cost inefficiency by incorporating a method for restricting weight flexibility to avoid unrealistic concerns arising from zero optimal weight. The results indicate that technical inefficiency accounts for the highest share of losses, followed by price inefficiency and allocation inefficiency. Moreover, the majority of technical inefficiency losses stem from labor costs, particularly those for professional caregivers providing institutional services. We show that the largest share of allocative inefficiency losses can also be traced to labor costs for professional caregivers providing institutional services, while the labor provision of in-home care services shows an efficiency gain. However, although none of the prefectures gains efficiency by increasing the number of professional caregivers for institutional services, quite a few prefectures would gain allocative efficiency by increasing capital inputs for institutional services. These results indicate that preferred policies for promoting efficiency might vary from region to region, and thus, policy implications should be drawn with care.
