Economic and Regulatory Uncertainty in Renewable Energy System Design: A Review

Abstract: Renewable energy is increasingly mobilizing more investment around the globe. However, there has been little attention to evaluating economic and regulatory (E&R) uncertainties, despite their enormous impact on the project cashflows. Consequently, this review analyzes, classifies, and discusses 130 articles dealing with the design of renewable energy projects under E&R uncertainties. After performing a survey and identifying the selected manuscripts, and the few previous reviews on the matter, the foll… Show more

“…Due to the differences in the economic potential of the regions of different countries having a strong impact on the possibility of developing a fairly universal strategy, we deliberately avoided considering financial institutions for stimulating renewable energy, focusing in the methodology on those recommendations that can be used by a component state of any federation, regardless of the material resources at their disposal. An example of a detailed overview of regulatory incentives, including the possible economic incentives, can be found in a recent review [46].…”

“…Such missing values can arise due to various circumstances, such as the failure of measuring instruments or sudden weather deterioration (snowfall and sticking on the surface of solar panels). There are a large number of uncertainties inherent in renewable energy sources [87,89] that are not accounted for in a single implemented model, such as changes in electricity prices and the involvement of energy storage systems, which are also used to reduce uncertainty in determining the amount of energy use, which is relevant for conditions of intermittent energy consumption.…”

“…It is measured by the number of policy shifts, the magnitude of those shifts, and the extent to which officials differ on the economy's future. More and more studies point to the possibility of a significant impact of EPU on renewable energy consumption, both in terms of investment and technological adoption (Alonso-Travesset et al, 2023).…”
