Agricultural ecological efficiency is not only the key link between green development and high-quality development of agriculture, but also an important regulatory indicator for China’s rural revitalization. Based on provincial panel data of China from 2000 to 2019, using land, mechanical, labor, fertilizer, pesticide, and agricultural film as input variables and economic output and agricultural carbon emissions as output variables, the inter-provincial agricultural ecological efficiency is calculated by a super-efficient SBM model, and the traditional spatial Markov probability transfer matrices are constructed based on time series and spatial correlation analyses. By exploring the spatial and temporal dynamic evolution characteristics of agricultural ecological efficiency, it is found that the agricultural ecological efficiency of China increased steadily with fluctuations. In addition, the provincial gap has been narrowing, but the overall level is still at a low level; thus, there is still a large space for improvement in agricultural ecological efficiency. The overall trend of agricultural ecological efficiency shifting to a high level in China is significant, but its evolution has the stability to maintain the original state, and achieving leapfrog transfer is relatively hard. The geospatial pattern plays an important role in the spatial-temporal evolution of agricultural ecological efficiency, with significant spatial agglomeration characteristics. Provinces with high agricultural ecological efficiency enjoy positive spillover effects, while provinces with low agricultural ecological efficiency have negative spillover effects; thus, gradually forming a “club convergence” phenomenon of “high agglomeration, low agglomeration, high radiation, and low suppression” in the spatial pattern. In addition, support for the improvement of agricultural ecological efficiency will be provided in this study.

Sažetak: Sumpordioksid je jedan od najčešćih industrijskih zagađivača, pa se nivoi emisije sumpornih oksida često koriste kao indikatori kvaliteta životne sredine. Cilj rada je analiza eko-efikasnosti srednjih preduzeća u Srbiji, koja zbog velikih izvora zagađenja pripadaju Registru ispuštanja i prenosa zagađujućih supstanci. Eko-efikanost preduzeća je merena na osnovu količine sumpornih oksida koja je emitovana tokom rada postrojenja zagađivača i poslovnih prihoda u periodu 2015-2019. godina. Rezultati analize pokazuju da u posmatranom periodu najveće emisije sumpornih oksida, među srednjim preduzećima velikim zagađivačima, beleže preduzeće proizvođač papira i kartona i preduzeće koje se bavi proizvodnjom ostalih proizvoda od nemetalnih minerala. Poboljšanje indikatora eko-efikasnosti je zabeleženo kod srednjih preduzeća proizvođača keramičkih pločica i ploča, preduzeća koje se bavi proizvodnjom furnira i ploča od drveta, proizvođača derivata nafte i preduzeća koje se bavi štampanjem, pre svega zbog smanjenja emitovane količine sumpornih oksida u poslednjim godinama posmatranog perioda. Povećane emisije sumporoksida loše utiču na eko-efikasnost srednjih preduzeća koja se bave eksploatacijom ruda ostalih crnih, obojenih, plemenitih i drugih metala, zatim preradom i konzervisanjem mesa, proizvodnjom opeke, crepa i građevinskih proizvoda od pečene gline i proizvođača papira i kartona.

Does Optimization of Industrial Structure Improve Green Efficiency of Industrial Land Use in China?

Improving the green efficiency of industrial land use (GEILU) is essential to promoting low-pollution and highly efficient development, and industrial structure is a key factor in this dynamic. This paper aims to reveal how the optimization of industrial structure (OIS) affects GEILU in China. First, an analytical framework was proposed to understand the effect mechanisms from the perspective of rationalization, upgrading, and ecologization of industrial structure. Second, the panel data of 31 provincial units collected from 2006 to 2020 were taken as cases for empirical study. The super-SBM model was adopted to measure GEILU, and some variables were used to evaluate OIS. Finally, the spatial effects of OIS on GEILU were analyzed based on the spatial Durbin model. The results show that the GEILU presented a wave change and kept increasing after 2016. From a global perspective, the rationalization of industrial structure helped improve GEILU; however, the upgrading and ecologization of industrial structure generated inhibiting effects. When integrating the three perspectives, optimization of industrial structure was considered to have negative effects on GEILU. The negative effects stemmed from an inefficient expansion of industrial land and pollution from heavy chemical industries. From a phased perspective, in the early period of this study, the outdated technology in traditional industries brought about the negative effects; however, with high-knowledge and high-tech industries forming a market scale, optimization of industrial structure gradually became conducive to the improvement of GEILU. This study suggests that eliminating the market segmentation between provinces and accelerating the development of high-knowledge and high-tech industries can help promote low-pollution and highly efficient industrial land use in China.
