Abstract: This study seeks to explain the profound discord currently observable in elite political discourse on Chinese investments in many host countries. Using Argentina as a case study, a combination of quantitative content analysis and qualitative discourse analysis was employed to analyze parliamentary speeches on a controversial spacemonitoring station built there by China in 2015. The study finds that the competing discourses about China in Argentinean politics draw primarily on locally embedded contexts and the … Show more

“…Even though studies that examine the projection of political leaders through public opinion survey are available, their evaluation by political elites is still an unexplored field. However, a long tradition of studies addressing the intersection of legislative studies and foreign policy, as well as political parties, in Latin America (Onuki et al, 2009;Feliú and Onuki, 2014;Ribeiro and Pinheiro, 2016;Urdinez et al, 2018) is noted. Thus, the present article builds on these previous studies, to address individual legislator opinions on foreign policy, namely foreign leaders.…”

“…Blanchard (2019) identifies three positions on the impact of Chinese foreign direct investment on the policies of Latin American and Caribbean countries: the "Wealth is Power" camp, according to which China's investments give it political power and influence in countries; the "Politics is Power" camp, according to which Chinese investment leads to no major political changes; and the "Conditionalist" camp, according to which the local political context determines the impact of Chinese investment. Luque (2019) and Urdinez et al (2018) argue that local political interactions in Argentina are key to the success or failure of Chinese-backed initiatives. Despite increasing political and economic closeness between Argentina and China, Chinese investment and infrastructure projects continue to face political opposition in the country, with politicians from Chinafriendly political parties as well as those who are more suspicious of Chinese intentions opposing deals with China.…”

“…For example, in Argentina, politicians and political parties that viewed good relations with China as a useful counterpart to the USA were inclined to support the building of a Chinese space-monitoring station in Argentina. 33 China's rising influence and clout in the region has alarmed the USA, which has over the last year responded by increasing its criticism of China's handling of the COVID-19 pandemic and its faulty PPE exports, as well as its vessels' illegal fishing off the coasts of South American countries. 34 For its part, China has taken its own measures to prevent illegal fishing by its vessels.…”
