In the Civil Framework of the Internet, the Brazilian law establishing the main obligations regarding the Internet provides that "the fulfillment of the constitutional duty of the State in the provision of education, at all levels of education, includes training, integrated with other educational practices, for the safe, conscious and responsible use of the Internet as a tool for the exercise of citizenship, the promotion of culture, and technological development."…”
