In times of increasing urbanization worldwide, smart city management is becoming increasingly important. In this regard, successful implementation requires not only the creation of technological foundations but also, in particular, the inclusion and engagement of the citizens of the respective "smart city" (SC). Despite their recognized importance, knowledge concerning their needs and preferences is currently still rather limited. By surveying 906 citizens of a SC, this study provides comprehensive insights into the preference and relevance structure of digital SC services from a citizen perspective. To compare and contrast, the findings are finally cross-referenced with survey results from public officials.

Research Models and Methodologies on the Smart City: A Systematic Literature Review

A smart city is a sustainable city that solves urban problems and improves citizens’ quality of life through the fourth industrial revolution technology and governance between stakeholders. With the advent of the fourth industrial revolution and the concept of smart cities changing, many smart city studies have been conducted. Still, studies on the overall flow of smart city research and major issues are insufficient. Therefore, this study analyzed the trends and characteristics of smart city research and proposes research directions through smart city literature analyses conducted over the past 10 years, from 2011 to 2020. This study conducted a systematic review of studies related to smart cities over the past 10 years. Smart city research was analyzed by dividing it into research methods and contents. In terms of research method, year, research methodology 1, research methodology 2, research purpose, data collection method, and use of research results were included in the analysis frame. In terms of research content, keywords related to research topics, analysis units, and the general classification criteria and security of smart cities were included. The research results mentioned in this study are expected to serve as useful guidelines for future smart city development projects.

Аннотация. Преобразование городской среды согласно концепции «умного города» требует использования органами государственного и муниципального управления информационно-коммуникационных технологий. Однако система измерения результатов деятельности в рамках исходного процесса часто не позволяет обнаружить трудности внедрения инновационных методов. Статья посвящена выявлению проблем, возникающих при цифровизации управления органами исполнительной власти сферой жилищно-коммунального хозяйства. Методологию исследования составили теории стратегического управления, проектного управления, организационных изменений, теория ограничений и концепция развития «умного города». Методика работы основана на картографировании и визуальной оценке маршрутов исполнителей в течение рабочего дня, разработанной авторами системе комплексной количественной оценки работы исполнителей и исполнительской дисциплины, учитывающей цифровизацию функций контроля и планирования деятельности. Информационной базой исследования послужили данные из системы «Мониторинг работы уборочной техники дорожных специализированных предприятий» Санкт-Петербурга. С помощью коэффициента корреляции Пирсона определены статистические зависимости между показателями системы оценки. Согласно полученным данным, техническое несовершенство инструментария планирования и контроля, фрагментарность применения инноваций, необоснованность и неполнота метрик в организационном управлении, особенности трудового поведения и исполнительской дисциплины, а также отсутствие инструментов оперативной обратной связи лиц, принимающих решения, с исполнителями -основные барьеры получения запланированного результата организационных изменений в государственном управлении базовыми процессами сферы ЖКХ. Результаты исследования могут применяться органами государственного и муниципального управления при внедрении цифровых технологий, в том числе в рутинные процессы обеспечения жизнедеятельности города. Ключевые слова: умный город; цифровизация; организационные изменения; жилищно-коммунальное хозяйство; человеческий фактор; государственное управление; исполнительская дисциплина; сопротивление организационным изменениям.
