Purpose Despite the fact that the success of e-government services is contingent on their continuous usage, the continuance intention to use e-government services has received extremely little scholarly attention. This study aims to investigate the determinants of the residents’ continuous intention to use e-government services. Design/methodology/approach The research model was developed based on the integration of technology continuance theory along with trust, transparency and habit constructs. The authors adopted a survey approach to collect the data. The data were collected using an online questionnaire from 260 residents of Penang in Malaysia. Findings Results revealed that transparency has a positive effect on both perceived usefulness and trust. Contrary to earlier studies on e-government, perceived ease of use was found to have no significant relationship with residents' perceived usefulness. Similarly, the results also demonstrated that habit was not significantly related to users’ continuous intention to use e-government services. This study also applied importance-performance analysis map analysis and discovered that perceived usefulness has the highest impact on continuous intention to use e-government services, whereas satisfaction was found to have the least effect. Originality/value This study used an integrative framework and presented an in-depth knowledge of the basic aspects that contribute to the post-adoption usage process and resident satisfaction, trust and attitude towards e-government services.

The Malaysian government has foreseen the importance of the digital economy to the nation since 1996. In 1996 and 1998, respectively, the Malaysia Digital Economy Development (MDEC) and Malaysian Communications and Multimedia Commission (MCMC) were established to regulate the industry and articulate digital economy initiatives both from public and private sectors. This study aims to review the digital economy policies introduced by three governments, i.e. Barisan Nasional, Pakatan Harapan and Perikatan Nasional, since the Independence in 1957 until 2020. Each ruling government has announced its digital economy initiatives as significant contributors to the national economic development. The review of the policies will include the Malaysia Plans, yearly budgets and economic stimulus packages. The outcome of this review will significantly help to evaluate the country’s readiness in embarking on the digital economy, and provide recommendations for future digital economy initiatives.

A pesquisa pretende analisar o gerenciamento e execução de projetos por meio da metodologia ágil denominada scrum no processo de transformação digital no setor público. Referida metodologia foi escolhida, dentre as existentes, em razão de ser o framework mais utilizado de acordo com o 15th State of Agile Report. O estudo de metodologias ágeis, alternativas aos modelos tradicionais de cascata, por exemplo, é de grande relevância em um contexto de constante transformação digital, que exige de seus atores maior agilidade, adaptação e uso eficiente de recursos. Nesse sentido, a questão de pesquisa que norteia o trabalho consiste na possibilidade, ou não, de aplicar a referida metodologia para o gerenciamento de projetos no setor público. Caso positivo, faz-se necessário identificar como ocorre essa aplicação e, diante de sua implementação, quais os benefícios verificáveis a partir de sua adoção. Assim, a pesquisa foi desenvolvida por meio do método hipotético-dedutivo, lastreado na revisão bibliográfica, para constatar que o scrum, se empregado adequadamente, representa uma ferramenta que incentiva a transformação digital, bem como promove a resolução de problemas/demandas de maneira mais assertiva. Para tanto, a pesquisa ressalta a necessidade de um gerenciamento ágil de projetos no contexto da transformação digital, bem como esclarece o processo e identifica os atores envolvidos no scrum, aplicado no setor público, além de elucidar a temática por meio de casos de compras públicas cujos requisitos incluíam o emprego de metodologias ágeis.
