Numerous studies have identified associations between the surface urban heat island (SUHI) effect (i.e., SUHI, hereinafter is referred to as UHI) and urban growth, particularly changes in land cover patterns. This research questions their causal links to answer a key policy question: If cities restrict urban expansion and encourage people to live within existing urban areas, will that help in controlling UHI? The question has been answered by estimating four models using data from Brisbane, Australia: Model 1-cross-sectional ordinary least square (OLS) regression-to examine the association between the UHI effect and land cover patterns in 2013; Model 2-cross-sectional geographically weighted regression (GWR)-to examine whether the outputs generated from Model 1 possess significant spatial variations; Model 3-longitudinal OLS-to examine whether changes in land cover patterns led to changes in UHI effects between 2004 and 2013; and Model 4-longitudinal GWR-to examine whether the outputs generated from Model 3 vary significantly over space. All estimations were controlled for potential confounding effects (e.g., population, employment and dwelling densities). Results from the cross-sectional OLS and GWR models were consistent with previous findings and showed that porosity is negatively associated with the UHI effect in 2013. In contrast, population density has a positive association. Results from the longitudinal OLS and GWR models confirm their causal linkages and showed that an increase in porosity level reduced the UHI effect, whereas an increase in population density increased the UHI effect. The findings suggest that even a containment of population growth within existing urban areas will lead to the UHI effect. However, this can be significantly minimized through proper land use planning, by creating a balance between urban and non-urban uses of existing urban areas.

Rapid urbanization, improved quality of life, and diversified lifestyle options have collectively led to an escalation in housing demand in our cities, where residential areas, as the largest portion of urban land use type, play a critical role in the formation of sustainable cities. To date there has been limited research to ascertain residential development layouts that provide a more sustainable urban outcome. This paper aims to evaluate and compare sustainability levels of residential types by focusing on their layouts. The paper scrutinizes three different development types in a developing country context-i.e., subdivision, piecemeal, and master-planned developments. This study develops a "Neighborhood Sustainability Assessment" tool and applies it to compare their sustainability levels in Ipoh, Malaysia. The analysis finds that the master-planned development, amongst the investigated case studies, possesses the potential to produce higher levels of sustainability outcomes. The results reveal insights and evidence for policymakers, planners, development agencies and researchers; advocate further studies on neighborhood-level sustainability analysis, and; emphasize the need for collective efforts and an effective process in achieving neighborhood sustainability and sustainable city formation.

Measuring visual attributes for assessing visual conflicts in urban environments

The visual relationships between a proposed development and the existing urban setting have become increasingly controversial in the past two decades. Protecting and enhancing visual attributes of the current urban environment is regulated by a range of performance-based policies and regulations. However, every year many development conflicts occur between developers, local councils and residents resulting in costly delays in the development process. Visual amenity and character are two of the most contentious issues in these conflicts.Currently, conflict resolution based on these policies relies on experts' interpretation of what appears to be visually significant. Although visual amenity experts aim to provide an impartial and objective assessment of visual effects of proposed developments, their evaluations are sometimes mixed with personal judgments and lack enough centrality and reliability. The problem is compounded by the fact that there are no consistent approaches within and between localities and experts as to what is considered visually significant. The uncertainties and inefficiencies created by performance-based planning policies, to regulate the protection of urban visual quality, highlights the importance of developing reliable, measurable and repeatable approaches to analyse visual environments and to describe the urban character.Based on a postpositivist approach, a range of research methods using exploratory and descriptive approaches was used to answer the stated research questions. Therefore, the research design is split into three stages. The first stage involved reviewing the planning court cases in Brisbane from 2000 to 2012 to identify the overall different types of conflicts within the city. These conflicts were analysed spatially to determine their distribution and to look for any significant spatial patterns. Based on this review, four case studies were selected, and three measurable methods were developed to provide a higher level of quantitative assessment of visual properties of the urban character. In the last stage, the technical methods were evaluated by a panel of three visual amenity expert witnesses to investigate the effectiveness, usefulness and potential of these methods to be applied in expert assessments and court case resolutions.This research focuses on urban visual amenity conflicts in the city of Brisbane, Queensland, Australia and identifies the gaps and recurring issues inherent in expert assessments and judgments. Based on this knowledge, quantitative methods to assess visual amenity and character, with greater objectivity and reliability than existing methods, have been developed. The outcome of this research contributes to the field of visual assessment and character studies in landscape planning and assists decision makers and Environmental and Planning Courts to determine development conflicts with more objectivity and reliability.
