Decision support framework to rank and prioritise the potential land areas for comprehensive land consolidation

Abstract: In Europe and often worldwide, national and local government authorities utilise different means to stimulate economic development and environmental protection of the land through the application of land consolidation. The direction of these efforts should take into consideration the fact that some administrative regions may have a higher potential for land consolidation than others. This is supported by the Food and Agriculture Organization of the United Nations (FAO) that advises on the identification of fav… Show more

“…This research assessed the suitability of FCAM by establishing an indicator system. Based on the literature and indicator selection rules, i.e., integration, independence, diversity, and feasibility ( Zhang et al,2018 ; Pašakarnis et al., 2021 ), we selected 15 indicators from four dimensions, i.e., natural resource endowment, accessibility of agricultural machinery, socioeconomic level, and ecological limitations (see Table 1 ).…”

“…The CBA is used for assessing the net present value of different remediation alternatives (Soderqvist et al, 2015) and evaluating public investment projects' value for money (Volden, 2019). In addition, MCDA is also an appropriate method for project evaluation and prioritization, since it could assess multiple alternatives, while considering multiple criteria (Pa sakarnis et al, 2021). The current application of MCDA extends to prioritize the urban renewal projects (Polat et al, 2016), assess and select feasible industrial buildings alternatives (Heravi et al, 2017), identify the best project portfolio (Ma et al, 2020) and determine the most suitable scenario of smart cities (Bottero et al, 2021).…”

“…According to Ref. [14], the growing number of land use priorities (i.e., not only agricultural improvement, but also incorporating environmental interests, for example) have influenced the debates over whether land consolidation in rural development has become too complicated and has resulted in far too long procedures. This has resulted in hesitance to opt for land consolidation.…”
