Critical Infrastructure Risk in NHS England: Predicting the Impact of Building Portfolio Age

Abstract: ABSTRACT. NHS Trusts in England must adopt appropriate levels of continued investment in routine and backlog maintenance if they are to ensure critical backlog does not accumulate. This paper presents the current state of critical backlog maintenance within the National Health Service (NHS) in England through the statistical analyses of 115 Acute NHS Trusts. It aims to find empirical support for a causal relationship between building portfolio age and year-on-year increases in critical backlog. It makes recomm… Show more

“…Trusts with relatively low critical backlog are more able to keep it low, while those with a high starting baseline either: succeed in marginally lowering their critical backlog; or get into increasingly difficult situations). The same was concluded as part of the parallel quantitative study (Mills et al, 2015).…”

“…For instance, Chan et al [180] investigated different pavements and proposed to make budget allocation decisions based on pavement damage index (PDI) -the index that can be applied to any asset in this pavement portfolio. Likewise, Mills et al [67] made suggestions on the amount of income that the National Health Service Trusts should reinvest to maintain their building portfolio. The authors made their suggestions using critical backlog levels as a criterion.…”

“…A low rate of new-build replenishment (estimated at less than 4% of the total NHS estate) is an underlying problem. In reality, many existing healthcare buildings suffer from under-investment in maintenance and require significant upgrading (Mills et al, 2015). To deliver success, any healthcare building design quality improvement strategy must acknowledge these realities beyond association with only new-build hospital programmes.…”
